DATE: December 11, 2003 INTRODUCTION: The City Council is asked to approve a modified pay plan for part-time City employees, and to authorize a 2.5% cost ofliving adjustment to that plan. BACKGROUND: For 2003, and in years prior, a single part-time pay plan for City employees has been in place, regardless of the type of position - if it was not "full time" it was assigned to the part-time plan. However, we need to acknowledge that there are positions which are "on-going" part- time in nature: i.e. City Council Recording Secretary, and Service Desk Attendants at the Community Center, vs. part-time positions which are seasonal. Snowplow operators or summer life guards at the swimming pool are examples of the latter. . For that reason, the Payroll Benefits Coordinator has put together a new part-time pay plan for 2004, segregating regular ongoing part-time positions on the plan, from intermittent and seasonal positions. There are five steps on the "on-going" plan, vs. four steps on the seasonal portion of the plan. Some clarifications regarding steps: . Ongoing part-time positions would be eligible to move to the next higher step on the anniversary date if they work a regular year around schedule. . Seasonal/Intermittent staff that return from year to year would move up a step only if they successfully completed the entire previous season. . There is one specialized position. The Police Department normally hires an individual a couple of times a year to assist them in performing alcohol and tobacco compliance checks. Because of the very short term nature of that, a single hourly wage is specified. COST OF LIVING ADJUSTMENT: . A survey was done of other cities to determine whether our market rate for part-time ongoing and seasonal employees is competitive. It was found that the City positions are generally competitive, however, we will continue to monitor that. Staff feels that a cost ofliving adjustment would be appropriate. Until last year, part- time and seasonal employees received the same cost of living adjustment as did the full time employees (which was approved at the last meeting at 2.5% for 2004). However, because of State budgetary problems last year, no cost of living adjustment was given part-time employees in 2003. Therefore, so that the City does not fall behind market, it is recommended that a cost ofliving adjustment be granted this year. . RECOMMENDATION: I recommend that the modified part-time pay plan be adopted, and that the plan be adjusted by 2.5% for 2004. ACTION REQUIRED: If the Council concurs, it should, by motion, adopt Resolution No. 5992. On-going part-time staff would be eligible on their anniversary date of hire to move up a step if they worked a regular schedule year around. Employees who only sub or fill in would not be eligible for a yearly increase. . Seasonal/intennittent staff, that return from year to year in the same position would move a step if they successfully completed the entire previous season and gained one full season's experience. If they did not complete an entire season, they would return at the same level as the previous year. If they return to a higher classification, they will be placed at the appropriate starting step of the new classification or next highest step to assure they will not receive a cut in pay. . On-going part-time staff that voluntarily resigns and is re-hired will be compensated at the Same level as when they resigned, unless they gained additional job-related experience or are rehired in a different position.
