Memorandum CONSENT

Subject: Accept state ofthe art Haz-Mat Decontamination trailer from FEMA.
Introduction:
The Council is asked to approve to accept a state of the art Haz-mat Decontamination
trailer.
Background:
For 2003 FEMA purchased fifteen (15) of these state of the art Decontamination Trailers.
Plans for these trailers are to distribute one (1) trailer to each fire region in Minnesota.
There are 15 regions in Minnesota and Shakopee belongs to Region 11, Shakopee Fire
Department was selected to receive one of these trailers at no cost to the City other than
maintenance and insurance costs. The City of Shakopee will own this unit. There is a cost
to the City for yearly maintenance. Average cost for maintenance is $200.00 per year and
once every five years the LP Cylinder has to be inspected, which is an additional cost to
the City.
Background ofthe trailer:
This trailer is a 20 ft., self-contained unit that has all the state of the art equipment built
into this unit. This unit is fully equipped to decontaminate fifty (50) people per hour
during an incident. This trailer has shower stalls so males and females can be
decontaminated at the same time. Another feature on this unit is an on board fresh water
tank. With this feature this enables hot and cold water for the showers. Another feature of
this unit is a 12kw generator that is powered by a four-cylinder LP gas motor. With the
generator on board there is full lighting for this unit. Another feature on the trailer is full
heating and NC. The total cost ofthis unit to FEMA is $77,000.
If there is a major incident in Minnesota this unit could be called for. The cost to the City
would be reimbursed through the town or business where the incident took place. The
Governor is the only person that can deploy this unit to a major incident.
Shakopee Fire Department can use this unit for any situation that happens in the City,
such as a command post, rehabilitation trailer, or a temporary staging area in adverse
weather conditions.
Budget Impact
Maintenance - Approximately $200.00 per year

Recommendation
Recommend that City Council approve to accept the Decontamination Trailer from
FEMA.
Action Required
If Council concurs by motion, to accept and stationary this Haz- Mat Decontamination
Trailer.
