CITY OF SHAKOPEE Memorandum CONSENT TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Authorize Speed Limits for 1 ih A venue and Independence Drive DATE: December 16, 2003 INTRODUCTION: Attached to this memo is a memo from Charles Rickart, of WSB & Associates, Inc., on recommendations for speed limits on 1 ih A venue, from Dublin Lane to Independence Drive; and Independence Drive, from 1 ih A venue to Valley View Road. BACKGROUND: I ih A venue, from Dublin Lane to Independence Drive; and Independence Drive, from I ih Avenue to Valley View Road was constructed in 2002 and 2003. Both of these roadways are collector streets on the City's Transportation Plan. At these locations on 1 ih A venue and Independence Drive, speed limit signs have not been posted yet for these roadways. Shakopee Police Department has received several calls in regard to enforcing speed limits on these roadways. Attached to this memo is a proposal from WSB & Associates, Inc. in regard to reviewing the proper signing and location of crosswalks, as well as school zone speed limits on 1 ih A venue and Independence Drive. Staff has authorized WSB & Associates to proceed with this study at a cost not-to-exceed $3,500.00 and this study would be completed in early January. With the need for the City to look at speed limits in this area, staff asked WSB & Associates, Inc. to prepare a memo in providing recommendation on speed limits on this roadway. Per Chuck Rickart, of WSB & Associates, Inc., both the roadways were evaluated and speed trials were observed from the speed display vehicle by the Police Department. His analysis indicates a 35 mph is recommended for Independence Drive and 17th Avenue. These are speed limits for the normal everyday speed and in the next few weeks an analysis will be done for the school zoned speed limits, as well as the crosswalks for the Sunpath Elementary and the Shakopee Area Catholic schools in this area. Based on this report, staff is recommending that Council authorize speed limit signs of 35 mph for 1 ih A venue and Independence Drive. ALTERNATIVES: 1. Approve a motion authorizing staff to install 35 mph speed limit signs on 1 ih Avenue, from Dublin Lane to Independence Drive; and on Independence Drive, from 17th A venue to Valley View Road. 2. Do not install 35 mph signs on these segments of roadway, but a different speed limit as modified by City Council. 3. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No.1, to install 35 mph signs on lih Avenue, from Dublin Lane to Independence Drive; and on Independence Drive, from 17th A venue to Valley View Road in order for the Police Department to monitor and enforce speeds on these roadways. Public Works Director/City Engineer City of Shakopee 129 Holmes Street South Shakopee, MN 55379-1376 Re: Traffic Study Proposal School Zone Areas City of Shakopee Dear Mr. Loney: As you requested, I have developed a scope of services and estimated cost to prepare a traffic study for the proper signing and location of crosswalks and school zone speed limits for several school locations within the City of Shakopee. . 1 ih Avenue - County Road (CR) 79 to Independence Drive . Independence Drive - 1 ih A venue to Thrush Street . 10th Avenue and Dakota Street (Pearson Elementary School) Based on our conversations, I have developed the following scope of services: Task I-Data Collection WSB & Associates, Inc. (WSB) will collect available data from the City of Shakopee, Scott County, and the Shakopee School District in order to prepare the studies and recommendations. Task 2 - Pedestrian/School Crossin!! Review Based on conversations and data collected from the school district and review of the City's pathway/sidewalk configurations, a review of the number, location, and type of crosswalk will be prepared for each study location. Task 3 - School Speed Zone Review Based on requirements found in the Minnesota Manual of Uniform Traffic Control Devices (MMUTCD), school speed zones will be determined for each study location. This will include development of a signing plan and pavement marking plan if required. Shakopee, MN November 25, 2003 Page 2 Task 4 - Recommendations Based on the Pedestrian/School Crossing Review and School Speed Zone Review, recommendations for each study area will be made for review and approval by City Council. This task will include presentation of the findings at a City Council Meeting. Based on this scope of services, the cost for each task is as follows: Task 1 - Data Collection $500.00 Task 2 - Pedestrian/School Crossing Study 1,250.00 Task 3 - School Speed Zone Study 1,000.00 Task 4 - Recommendations $750.00 Total Cost $3,500.00 We would be available immediately to begin work on this project. It is estimated that the analysis can be completed within the next three to four weeks, and a presentation to City Council could be made at the last meeting in December. Re: 11h A venue / Independence Drive Speed Limits WSB Project No. 1571-00 As you requested, I have reviewed what the appropriate speed limit should be on 17th Avenue (Dublin Lane to Independence Drive) and on Independence Drive (1 th Avenue to Valley View Road). Each roadway is discussed below: Independence Drive -11h Avenue to Valler View Road This roadway was recently constructed with a 40 m.p.h. design speed. Shakopee Area Catholic School (SACS) has access to IndeEendence Drive south of 17th Avenue. Typically, roadway speeds are set at the 85 percentile speed, which is considered the "safe and comfortable" speed for the majority of traffic. Speed trials were used to estimate this "safe and comfortable" speed along Independence Drive. In addition, Shakopee police had their electronic speed sign located just north of Thrush Street displaying vehicle speeds . along the roadway. Observations of the speed display indicated that vehicles were typically traveling between 34 and 38 m.p.h. The speed trials along the roadway indicate that a 30 m.p.h. speed limit appears to be too slow and a 40 m.p.h. speed limit begins to be uncomfortable. Based on this analysis, a 35 m.p.h. speed limit is recommended for this roadway. 11h A venue - Dublin Lane to Independence Drive . Currently, the speed limit on 17th Avenue between CSAH 17 (Marshall Avenue) and Dublin Lane is posted at 35 m.p.h. This Sunpath Elementary School and the new Shakopee Area Catholic School (SACS) are located in this area with access to 17th Avenue. West of Independence Drive, the roadway is currently under construction and was designed with 40 . m.p.h. curves. Speed trials were conducted on 1 th Avenue, and it was found that a 35 m.p.h. pace was typical for most existing vehicles on the roadway. . It should be noted that these speed limits are recommended for the normal everyday speed limits. An analysis of school zone speed limits is being prepared and will be provided to the City in the next few weeks. Providing this memo at this time, gives the City the opportunity to install the speed limit signs before the ground freezes and posts are not able to be installed.
