SUBJECT: Authorize Feasibility Report for 2004 Projects

INTRODUCTION:
Attached are Resolution No.'s 5994, 5995, and 5996, which orders the preparation of a
feasibility report for the construction of Valley View Road, from the east plat line of
Greenfield Addition to c.R. 83; reconstruction of Maxine Circle, Marcia Lane and 29th
A venue within Weinandt Acres 15t Addition; and bituminous pavement rehabilitation for
streets in Prairie View Subdivision. Also included for consideration in these feasibility
reports is for improvements to Tahpah Park to be included in the Valley View Road
improvement project.
BACKGROUND:
Staff has completed review of the 2004 Capital Plan for potential projects in the
upcoming construction season. In the 2004-2008 Capital Improvement Plan, staff has
reviewed the projects that could be potentially done next year and they are as follows:
. Valley View Road, from the east plat line of Greenfield Addition to C.R. 83
. 2004 Rural Street Reconstruction, which are the streets of Maxine Circle, Marcia
Lane and 29th A venue within Weinandt Acres I st Addition
. Bituminous pavement preservation of the Prairie View Subdivision streets located
south of 10th A venue and west of Apgar Street
. Also, staff would like Council to consider the Tahpah Park parking lot pavement
reconstruction project as part of the Valley View Road study in order to provide
updated costs and for possible funding with an assessed project such as Valley
View Road.
The 2004 rural street reconstruction project in Weinandt Acres 1st Addition was
petitioned for by the residents of Weinandt Acres due to the condition of those streets,
which are severely deteriorated.
Valley View Road is shown as a City collector in the City's Transportation Plan. These
collectors include a sidewalk and bituminous trail with the extension of sanitary sewer
and watermain, as necessary, and storm sewer included in an urban design street. The
City does have a potential development on the north side of Valley View Road known as
Park Meadows and it is very desirable to have a paved collector street in this area for
access to C.R. 83. A significant amount of residential development in this area would be
greatly enhanced with a paved collector route to relieve the traffic volume on CSAH .17.
The 2004 Pavement Preservation Program would like to include the bituminous mill and
overlay of streets in the Prairie View Subdivision area. These streets were included in the
1997 Pavement Preservation Project, but were deleted due to funding at that time. Staff
would like to study these streets and include rehabilitation of these streets into the
Holmes Street, from 3rd Avenue to 10th Avenue feasibility report, which is currently
being done.
Staff would also like to include the Tahpah Park parking lot reconstruction in the
feasibility study to provide Council an updated cost for this project, and also to include
this project in an assessed project such as Valley View Road for possible funding.
Also included in this memo is a 2004 project map which has been updated recently to
give the Council an indication of potential projects in the City of Shakopee for 2004.
Staff believes it has the resources and time to prepare feasibility studies over the winter,
and would ask Council for authorization of these feasibility studies for possible inclusion
in the 2004 construction program. Ordering of the feasibility reports does not approve
the projects.
Staff is recommending that WSB & Associates, Inc. be authorized to provide surveying
services for the Valley View Road feasibility report and the 2004 street reconstruction
feasibility report. Also, staff would like Council to authorize the cost of necessary soil
borings in preparing these feasibility reports to obtain the necessary information in
providing the most accurate costs for these projects.
ALTERNATIVES:
1. Adopt Resolution No.'s 5994, 5995 and 5996.
2. Deny Resolution No.'s 5994, 5995 and 5996.
3. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. to provide surveying services and other engineering
services, as necessary, to assist staff in preparing the feasibility report for Valley
View Road and the 2004 rural street reconstruction.
4. Do not enter into an extension agreement with WSB & Associates, Inc.
5. Authorize staff to obtain soil borings for the preparation of feasibility reports.
6. Do not authorize staff to obtain soil borings.

RECOMMENDATION:
Staff recommends Alternative No.'s 1,3, and 5, so a feasibility report can begin on the
extension of Valley View Road to C.R. 83, the 2004 rural street reconstruction project in
Weinandt Acres 1 st Addition and a bituminous rehabilitation project in the Prairie View
Subdivision area in the City of Shakopee.
ACTION REQUESTED:
1. Offer Resolution No. 5994, A Resolution Ordering the Preparation of a Report on
an Improvement to Valley View, from the East Plat Line of Greenfield Addition
to County Road 83; and for Tahpah Park Improvements and move its adoption.
2. Offer Resolution No. 5995, A Resolution Ordering the Preparation of a Rep01.}: on
an Improvement to Maxine Circle, Marcia Lane and 29th A venue within Weinandt
Acres 1 st Addition and move its adoption.
3. Offer Resolution No. 5996, A Resolution Ordering the Preparation of a Report on
an Improvement to Pierce Street, Shumway Street, McDevitt Street, Thomas
A venue, Hennes A venue, Menke Circle and Menke A venue in the Prairie View
Subdivision and move its adoption.
4. Authorize the appropriate City officials to execute an extension agreement with

Justification:
The original parking 101 has exceeded its life expectancy of 20 years, and there is a portion of the
lot that has never been finished.
We have identified a significant need for additional baseballlields, and the Baseball Association is
commilted to raising the funds for construction ollhese fields.
Most of Ihe playground equipment, which is 2.0 years old, has reached its life expeclency, and
mal1{ pieces have been removed.

Re: Estimate of Cost to Provide Preliminary Surveying and Easement Preparation
Services for Weinandt Acres and Valley View Road Projects
Dear Mr. Loney:
According to our Agreement for Professional Services, within the City of Shakopee and
Section I-C-2 (Major Projects), this extension agreement is written to provide you with a
cost "not to exceed" for preliminary surveying services for the above-referenced project.
>f;;..::: . The following process will be followed;
PRELIMINARY DESIGN SURVEY:
. Survey based on County coordinates for horizontal control.
. Survey bench loop for verification of benchmark elevations.
. Surveying will include cross-sections and topo to the front of buildings.
II All stonn sewer and sanitary sewer inverts will be surveyed for as-built
conditions.
"", . All intersections proposed to be serviced with stonn sewer will be surveyed
for as-built conditions.
II Centerline profile elevations will be shot every 50 feet.
. . . The centerline-centerline location will be established at all crossing streets.
. The surface elevation and location of all castings and gate valves.
. A point plot hardcopy and electronic file will be provided.

. Electronic base map will be prepared from the survey data.
EASEMENT EXHIBITS
It is also our understanding that you wish to obtain a cost estimate for the preparation of

We are proposing to complete this work on a cost "not to exceed" basis as follows:
Preliminary design survey Weinandt Acres: $5100.00
Preliminary design survey Valley View Road: $4350.00
Easement Exhibits Weinandt Acres: $720.00
Easement Exhibits Valley View Road: $576.00
Total: $10,746.00
We are available to start this work as soon as it is authorized and look forward to the
opportunity to serve you. We will develop a schedule for completing the surveying upon
authorization to proceed.
The City of Shakopee agrees to reimburse WSB & Associates, Inc. (WSB) for these
services in accordance with Section IV of the Agreement for Professional Services.
