No. 698 IS,e .j, CITY OF SHAKOPEE Police Department C01~SEi~T Memorandum To: Honorable Mayor, City Council Mark McNeill, City Administrator From: Officer Cody Horner Subject: Public Use Of The Training/Community Room Located At The Shakopee Police Department Date: February 26, 2004 INTRODUCTION The Shakopee Police Department is seeking council approval to enact Ordinance 698 allowing public use of the Training/Community Room located at the Shakopee Police Department and setting of the appropriate fees. BACKGROUND The city constructed a new police facility with a Training/Community Room. Staff is receiving phone calls on a daily basis requesting to reserve the room for various meetings and events. Staff desires to make it available to the public based on the policy and ordinance that is presented. This policy of public use and fees are similar and consistent to the use and fee schedule of the Shakopee Community Center. AL TERNATIVES 1. Adopt ordinance 698. 2. Do not adopt the ordinance. 3. Table for further information from staff. RECOMMENDATION Staff recommends alternative one. ACTION REQUESTED If Council concurs, they should by motion offer Ordinance No. 698, Fourth Series, An Ordinance Amending Fees Set for City Licenses, Permits, Services and Documents, and move its adoption. ORDINANCE NO. 698, FOURTH SERIES AN ORDINANCE AMENDING FEES SET FOR CITY LICENSES, PERMITS, SERVICES AND DOCUMENTS WHEREAS, the City Council has adopted a Fee Schedule for the fiscal year 2004, and WHEREAS, the city constructed a new police facility with a Training/Community Room, and WHEREAS, the city desires to make it available to the public based on the Fee Schedule listed below, and WHEREAS, the City Council has determined that adjustments to the fees are reasonable and appropriate. THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, ORDAINS: Section 1 - That the 2004 Fee Schedule, adopted by Ordinance 692, is hereby amended by adding the following: POLICE/FlRE 1. The city of Shakopee has priority over any organizations or private groups, as described below, to reserve the room on any given date. The city also reserves the right, in exigent circumstances, to remove reservations for the room so that it may be used for public safety purposes. 2. Organizations that are classified as: agencies that hold ioint powers agreement with the Shakopee Police Department, government entities, quasi~public, youth- serving organizations, civic and service organizations, fraternal organizations, religious groups for non-worship activities, and local political caucuses may use the Training/Community Room at no charge. 3. Private groups that are classified as: individuals, private agencies, businesses, companies, and vendors may rent the Training/Community Room based on the resident and non-resident fee schedule listed below. 4. fUNDRAISING CLAUSE: Groups listed under categories 2 and 3, who wish to use the Training/Community Room for fundraising events or activities, will be assed the rates for Non-Resident Private Groups as listed below. . ..... ~..... . ......., ,....... ..........,....,............ ......, . ..."..... .
