CITY OF SHAKO PEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Holmes Street Bituminous Overlay, from 3rd Avenue to 10th Avenue, Project No. 2004-2 DATE: March 1, 2004 INTRODUCTION: Attached is Resolution No. 6021, a resolution receiving a report and calling for a hearing on the Holmes Street Bituminous Overlay, from 3rd Avenue to 10th Avenue, Project No. 2004-2. BACKGROUND: On January 16, 2001, the City Council ordered the preparation of a feasibility report to analyze a bituminous overlay of Holmes Street, from 3rd Avenue to 10th Avenue. This report has been completed and is attached for Council review. The purpose of the feasibility report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any improvements that are needed. The feasibility report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for April 6, 2004. The approval of Resolution No. 6021 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the feasibility report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the April 6, 2004 public hearing on the feasibility report to the public and the City Council. ALTERNATIVES: 1. Adopt Resolution No. 6021. This action will receive the feasibility report and set the date for the public hearing for April 6, 2004. 2. Deny Resolution No. 6021. This action will halt the project until such time that City Council reconsiders the resolution. 3. Move to receive the feasibility report but do not set a date for the public hearing at this time. This action will place the project on hold until such time as the City Council sets a date for the public hearing. 4. Table Resolution No. 6021 to allow time for staff to prepare additional information and/or revise the feasibility report as directed by the City Council. RECOMMENDATION: 1. Ifthe City Council wishes to pursue this project for the 2004 construction season, staff recommends Alternative No.1, to adopt Resolution No. 6021. 2. Ifthe City Council does not wish to pursue this project then the appropriate action would be to move the approval of Resolution No. 6021, and vote against the motion. 3. If City Council provides additional direction and modifications to the report, then Alternative No. 3 may be appropriate to table this action and have staff modify the report. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The Council will consider the Holmes Street Bituminous Overlay, :from 3rd Avenue to 10th A venue and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost ofthe improvement of$171,426.00. 2. INTRODUCTION On January 16,2001 the City of Shakopee ordered the preparation of a feasibility I report to analyze a bituminous overlay of Holmes Street, from 3rd Avenue to loth Avenue by Resolution No. 5472. I 2. SCOPE I This report will determine the feasibility and cost effectiveness of a bituminous overlay of Holmes Street, from 3rd Avenue to 10th Avenue. The report also provides a cost apportionment, itemized cost estimate and a preliminary I assessment roll. 3. BACKGROUND I Holmes Street was reconstructed in 1980. Until the mini-bypass and the Lewis Street bridge were constructed in 1993, Holmes Street was the most used I north/south collector street in Shakopee. Due to a combination of traffic wear and age, the bituminous surface has deteriorated and is in need of resurfacing. I Currently there is sidewalk on both sides of Holmes Street, from 1st A venue to Shakopee A venue. Sidewalk does not exist on Holmes Street between Shakopee Avenue and 10th Avenue. There are a number of small segments in the downtown I area without sidewalk. If connecting these segments is an issue with the City, then an overall downtown sidewalk plan should be prepared. The City's current policy is to assess 100% of the costs associated with sidewalk construction. I The sanitary sewer on Holmes Street, from 3rd Avenue to ih Avenue was also reconstructed in 1980. From ih Avenue to 10th Avenue, only sewer services were I replaced. This sewer was installed in 1927 and is in need of rehabilitation. Shakopee Public Utilities Commission (SPUC) has evaluated the watermain and I will replace one gate valve and one hydrant on the south end ofthe project, prior to the overlay. I 4. PROPOSED IMPROVEMENTS 4.1 Street I The proposed street improvements are identified in Drawing No. 1 in the Appendix. I I at match points, adjustment of existing curb in isolated areas and the application of a 2-inch bituminous overlay on Holmes Street, between 3rd I A venue and loth Avenue. The total estimated project cost for the proposed street improvements is I $100,375.00. An itemized cost estimate is included in the Appendix. 4.2 Sanitary Sewer I The proposed sanitary sewer improvements are identified in Drawing No. I 2 in the Appendix. For the purpose of this report two options were analyzed for rehabilitating I the sanitary sewer. Option No. 1 - consists of replacing the existing sanitary sewer on Holmes I Street, from ih Avenue to 10th Avenue. The total estimated project cost for the proposed Option No. 1 sanitary I sewer improvements is $201,000.00. An itemized cost estimate is included in the Appendix. I Option No.2 - consists of using trenchless technology to rehabilitate the sanitary sewer. The sanitary sewer will be reconstructed with Cured-In- Place-Pipe. Cured-In-Place-Pipe consists of inserting a resin impregnated I tube into the existing pipe. After the tube is inserted, hot water is circulated through the tube curing the thermosetting resin and forming a new pipe with a design life of at least 50 years. During the installation I process, resin from the tube is forced into cracks, joints and other irregularities of the host pipe. This creates a mechanical lock between the host pipe and the new liner and holds them in place. The new liner adds I strength to the existing pipe, resists the corrosion and abrasion caused by effluents and creates smooth transistion over offset joints, cracks and missing wall sections. Manholes can be lined in a similar fashion. I Using Cured-In-Place-Pipe will reduce the time it takes to complete the project, reduce inconveniences to the residents and is less expensive than I open cutting the roadway and replacing the existing sanitary sewer. The total estimated project cost for the proposed Option No.2 sanitary I sewer improvements is $71,051.00. An itemized cost estimate is included in the Appendix. I After reviewing the condition of the existing sanitary sewer, and given the many benefits of trenchless technology, we recommend proceeding with Option No.2. I I 4.3 Watermain I SPUC has evaluated the condition of the watermain and will replace one I gate valve and one hydrant on the south side of the project at Holmes Street and 10th Avenue. SPUC will pay all costs associated with the watermain improvements. I 4.4 Easements I It is not anticipated that easement acquisition will be required for this project. I 5. SPECIAL ASSESSMENTS 25% of the project costs for the street improvements are proposed to be assessed I on a front footage basis to benefiting properties. The remainder of the funding will be from General Tax Levy Funds. The project costs associated with the reconstruction of the sanitary sewer will be paid from the Sanitary Sewer Fund. I SPUC will pay all costs associated with the watermain improvements. The estimated assessment rate for the proposed street improvements is $7.88 per lineal foot. A preliminary assessment roll is included in the Appendix. I 6. ESTIMATED COSTS I An itemized cost estimate is included in the Appendix. Estimated costs were prepared using 2003 construction costs and are subject to change, depending on the final design of the project, bids received and actual work performed.
