No. 6020 /56.:L I CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Approving Plans and Ordering Advertisement for Bids for the River District Sewer Line Reconstruction, Project No. 2003-1 DATE: March 1,2004 INTRODUCTION: Attached is Resolution No. 6020, which approves the plans and specifications and authorizes staff to advertise for bids for Project No. 2003-1 for improvements on the River District Trunk Sewer Line (Phase 1), from the Lewis Street Bridge to MCES Lift Station L-16. BACKGROUND: On November 6, 2002, City Council ordered the preparation of a feasibility report for the River District Trunk Sewer Line, from Rahr Malting to L-16. The report was accepted by Council on January 21,2003 and City Council adopted Resolution No. 5848, ordering the preparation of plans and specifications for the River District Trunk Sewer Line Proj ect. On June 17, 2003 the City Council approved an extension agreement with Bonestroo, Rosene, Anderlik & Associates, Inc. to complete the design. The plans have been completed by Bonestroo, Rosene Anderlik & Associates, Inc. and included the following design elements: . Reconstruction of River District Trunk Sewer Line with improved pipe and manhole system to withstand inflow from river flooding. . Construction of maintenance trail for access maintenance. Repair of several storm sewer outlets that have deteriorated or were not properly designed. . Realignment of sanitary sewer and storm sewer in Huber Park for future Huber Park improvements. . Eleven service lines from River District Trunk Sewer Line to property line will be replaced as part of project. Attached also to this memo is a list of concerns from the residents that attended the informational meeting on February 9, 2004 on the design of the plans. A total of 6 people did attend this informational meeting on February 9,2004. It is staffs intent to request plan approval from the City Council and authorize the advertisement for bid at the March 1, 2004 meeting. A bid opening would be held in April with consideration of bids at the April 20, 2004 or May 4, 2004 City Council meeting. Reconstruction of the River District Trunk Sewer Line would take place this summer with restoration completed by late summer. ALTERNATIVES: 1. Adopt Resolution No. 6020. 2. Deny Resolution No. 6020. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, to approve plans and specifications in order to proceed with the project as outlined in this memo. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. Bruce explained that the project is being paid for with the City's Sanitary Sewer Fund. Bruce reviewed the tentative construction schedule as follows: Approve Plans and Specifications and March 1 or 16, 2004 Authorize Advertisement for Bids Bid Opening April 1, 2004 A ward Contract April 16 or 28, 2004 Begin Construction May 2004 Complete Utility Construction June or July 2004 Complete Restoration Fall 2004 Maintain Access to Private Property Work will be north of Bluff Avenue home access will not be affected Page 1 of3 Issues Relating to Construction . Sanitary Sewer Service Connections to River District Sewer - generally these connections are the property owners responsibility, however with this project, the City will be replacing the services to the property line area of each home as part of the project. This work will not be assessed. There will be an inspection of the existing service at the property line to provide information to the property owner on its condition. Any replacement needed within the property will be the property owner's expense. . Disruption ofDNR Trail use - there will be disruption during construction and signage will be placed. Bruce encouraged residents to keep children away from the construction area and equipment. . Stormwater ponds - Bruce explained there will be some improvements to the storm sewer system and ponds, mainly outlet structures Ouestions and Answers 1. Mr. Stevens asked if the DNR trail would ever be shifted away from the back yards of residents. He said he felt a location further north than the current location was part of an original DNR plan for the trail. He has concerns with people complaining about what they perceive as the back yards of the property owners. City Staff discussed they were not aware of any DNR shift in the trail and of the DNR's concern on tree loss if trails were shifted. 2. Mr. Stevens discussed that a lot of the debris in the area floats in during flood events. 3. One resident said there has been some illegal dumping. Staff explained that people should contact the Police if they see dumping going on. 4. Mark Erickson had questions on the construction schedule and how it affects the RV Park. The park is open from April to October. Access will need to be provided to their alternate access location during construction. There was also discussion on doing the work when the river is down and minimizing disruption in his area by the route. 5. Mark Erickson had some questions 6. One resident had some questions on sewer disruption. The City's design consultant explained the system will continue to operate during construction. There will be some disruption when individual services are being replaced; however the contractor will provide notice to the resident when this work will be done and will try to limit disruption to a 6 or 8 hour period. 7. Some ofthe residents discussed the noise issue on the DNR trail. Page 2 of3 8. Some other topics/questions that were discussed when the meeting continued in smaller groups: a. Possible start locations of the contractor b. Possible sewer extensions and filling at the RV Park. Mark Erickson will review this at a later date with City Staff when he develops a concept plan. c. 817 Bluff Avenue - Sewer service comes in from top of pipe and under his garage. He has riprap on his back slope also. d. 823 Bluff Avenue - no service to interceptor. His service comes to Bluff Avenue. e. 831 Bluff Avenue - the easterly two services shown on the plans are not needed. f.
