SUBJECT: Overhead Power Relocation on CSAH 83 Reconstruction Project

INTRODUCTION:
This agenda item is to consider whether the existing power lines on County State Aid Highway
(CSAH) 83, from Church Addition to the South City Limit Line after relocation, should remain
overhead or to require undergrounding of this power line.
BACKGROUND:
On December 16,2008, the City Council adopted Resolution No. 6851, a resolution approving
the CSAH 83 Reconstruction Layout. This County project will complete the urban four lane
from 17th A venue to CSAH 42.
On the CSAH 83 project, there exists overhead power lines along the east side of CSAH 83 to
serve property in this area of Shakopee and Prior Lake. The reconstruction of CSAH 83 will
require the relocation of existing power lines as part of this project. Per Subd. 24D of the City's
Right-of-Way Ordinance, the City may require a permanent relocation of a facility and require
this Subd. 24D would be promoted. The three purposes listed in Subdivision 24D include the
following:
i) Safe travel over the right-of-way
ii) Non-travel related safety around homes and buildings where overhead feeds are
connected
iii) Orderly development in the City
Attached to this memo is a memo from Joe Adams of Shakopee Public Utilities Commission
(SPUC) in regard to the relocation of this facility that went to the April 6, 2009 SPUC meeting.
SPUC voted to accept the cost estimates by staff and move this item to the City Council.
The additional cost to underground the overhead lines along the east side of CSAH 83 is
estimated to be $215,000.00. The Minnesota Valley Electric Coop overhead line in Prior Lake
will be relocated and not placed underground with this project.

Staff did check with the Shakopee Mdewakanton Sioux Community representatives, as this line
would be adjacent to their land which is in trust, and they did not have an opinion on overhead or
underground lines.
After review of the information provided by SPUC and this memo, staff would ask Council to
provide policy direction in regard to relocation of existing overhead lines in this area. The
CSAH 83 Reconstruction plans are nearing completion and Council's decision will be
incorporated into the final design. It should be noted that the corridor could accommodate either
option.
ALTERNATIVES:
1. Approve a motion determining that the existing overhead power lines on CSAH 83 can
be relocated.
2. Approve a motion determining that the existing overhead power lines on CSAH 83 shall
be placed underground upon relocation.
3. Table for additional information.
RECOMMENDATION:
Staff believes this is a policy issue for the City Council on whether or not to require existing
overhead lines along CSAH 83 and CSAH 16 to remain overhead or to be installed underground.
Subd. 24D states the City (may require) this line to be installed underground and is in the
discretion of the City Council.
ACTION REOUESTED:
Approve a motion determining on whether the existing power lines along CSAH 83, which
requires relocation, remain overhead lines or to be placed underground.

SUBJECT: CR 83 Improvement Project and Overhead Line Relocation

ISSUE
Scott County, with assistance from the SMSC, City of Shakopee and City of Prior Lake, is planning to
construct improvements to CR 83 during 2009-10. The improvements will consist of converting the
two lane rural section of roadway into a four lane urban section with curb, gutter, storm sewer and
trails on both sides of the centerline and may also possibly include private lighting within the right of
way (see separate memo). These improvements will require the relocation of utility lines; including
the SPU overhead three-phase distribution line extending from the Church Addition approximately ~
mile south of 17th A venue/CR 16 south to the city limits for a distance of approximately 1- ~ miles.
BACKGROUND
The existing overhead power line along CR 83 north of Valley View Road was originally built in 1998
to provide adequate capacity to the Seagate facility, prior to construction of the Dean Lake Substation.
The line replaced a smaller capacity line that SPU acquired with the MVEC service territory
acquisition settlement that remains in place south of Valley View Road. At the present, the existing
overhead three-phase main line feeder provides bulk distribution to the area along CR 83 and the area
west along Valley View Road to approximately Sarazin Street. The line also provides a critical
function as a back up path during contingencies to areas in south Shakopee along CR 17 and CR 42
and to our service territory in Prior Lake.
Within the project area, SPU serves five rural residential properties that include one home business,
Dawn's Flowers. These properties are presently served with single-phase overhead lines. Just north of
the project area, SPU serves a commercial operation for Shakopee Gravel via an underground three
phase crossing of CR 83 that is then converted to an overhead line into the gravel pit.
Per the terms of the City of Shakopee' s Right of Way Management Ordinance, the Council may order
the line to be relocated underground pending notification of the cost difference between relocating the
line overhead.
DISCUSSION
Staff has reviewed the construction plans for the right of way improvements and has determined that
the estimated cost of placing the three-phase main line feeder and a single-phase lateral loop on the
south end ofthe project underground to be $255,000.
The preliminary design would include underground primary cables in a joint trench with other
wire/fiber utilities along the east side of right of way under a bituminous trail with a pad mounted
switch located at Valley View Road. Single-phase service to the existing customers would be via a
combination of underground and overhead lateral facilities on the south end of the project and via
overhead single-phase lateral facilities on the north end of the project near Shakopee Gravel. These
overhead single-phase lateral facilities would remain in place on the customer's private property and
the east side of the right of way on the north end until such time that the properties are re-developed
and underground facilities within the properties can be installed.
In comparison, the estimated cost to relocate the existing facilities and keep them all overhead,
including the main line feeder is $40,000.
In either case, we would also incur an additional cost to remove the existing overhead main line feeder
at an estimated amount of $5,000.
The funding source for the relocation of the facilities would be from electric revenues via standard
rates for the first $40,000 and via the Relocation Underground Charge fund for any excess due to
placing the facilities underground if so ordered by the Council. This is in accordance with the
Commission's relocation policy adopted in Resolution #742 Resolution Establishing a Relocation
Underground Charge dated November 3,2003.
RECOMMENDATION
Staff recommends the Commission accept the estimated costs and direct staff to forward them to the
Council to aid the Council in making their determination under the City's Right of Way Management
Ordinance whether or not to order the facilities to be relocated underground.
REQUESTED ACTION
Staff requests the Commission adopt the recommended action.
