Cox, City Clerk ~ SUBJECT: Application for Taxicab License - Bradford Transportation, Inc. DATE: April 16, 2009 INTRODUCTION: City Council is asked to hold a public hearing and take action on an application from Bradford Transportation, Inc. for a taxicab license. BACKGROUND: Louise and Jeff Bradford of Bradford Transportation, Inc. have applied for a taxicab license and also for taxicab driver's licenses to operate within the City of Shakopee. They are not licensed in another community so do not qualify for the exception from obtaining a license as provided for in the city code. The Bradford's are purchasing the existing licensed taxi business from Oscar Salas (dba Shakopee Taxi). Their intent is to license one vehicle at this time and possibly add a second vehicle in the future. Pursuant to the City Code, notice of the required public hearing has been given to the applicant, to all licensees (Oscar Salas dba Shakopee Taxi, Randy Busch dba Southwest Metro Transportation and Timothy R. Dressen, Jr. dba TNT Taxi), and notice has been published in the City's official newspaper. The applicant plans to attend the April 21st meeting. The police department has conducted the required background investigation and has advised that there is no reason to deny the application. (Applications for a taxicab driver's license is handled administratively, no council action is needed. ) CONSIDERATIONS: City Code Sec. 6.22, Subd. 5.A. "If the Council finds that further taxicab service in the City is desirable for the public convenience and necessity and that the applicant is fit, willing, and able to perform such public transportation and to conform to the provisions of this Section, the Council shall grant a license stating the name and address of the applicant and the number of vehicles authorized under said license; otherwise, the application shall be denied." April 16, 2009 Page 2 RECOMMENDED ACTION: After holding a public hearing and if Council concurs: Approve the application and grant a taxicab license for up to two taxicabs to Bradford Transportation, Inc., 102 Woodland Circle, Jordan, MN, conditioned upon meeting all requirements of the City Code for said license and surrender of the existing license issued to Oscar Salas dba Shakopee Taxi.
