CITY OF SHAKOPEE Memorandum CO~US~~~T l'if . eif TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Shakopee Downtown Partnership Classic Car Cruise DATE: April 21, 2009 Comment: Introduction: The Council is asked to authorize street closures and use of sidewalks to facilitate the "Classic Car Cruise" (displays of hot rods and custom cars) on specific Friday nights during the summer in the downtown area. Background: For the past three years, Bryan Turtle and his associates have received permission from the City to block off portions of downtown streets to allow for the parking and display of custom cars and hot rods. Last year, the evenings for the event were changed from Wednesdays to Fridays, which drew more participants and display vehicles. Mr. Turtle stated that by the end of the summer, the number of display vehicles averaged about 250 per night. While the numbers of display vehicles has increased, he indicates that the "blocked off' streets could remain the same as in 2008-- Lewis from First Avenue to Third, and First A venue from Sommerville to Holmes. Accommodations would again be made for the Sports Stop, who had indicated concerns about access in the past, due to the fact that that business is open until 7pm. An adjacent restaurant has recently reopened under new management, and has been made aware of the planned events. As in past years, assistance would be provided by two off duty police officers (paid for through proceeds from the Shakopee Boy Scouts vendor revenues), as well as support from Police Explorers. The event runs from approximately 6pm until lOpm. The Police and parking monitors would help to direct traffic. In addition to directing traffic, the Boy Scouts would again sell food at locations on sidewalks. The Boy Scouts would also provide for portable toilets. Because of the source of the funding, the City would provide for the toilets up front, with reimbursement to come later from that group. That would be similar to last year's arrangements. They are proposing to start this on Friday night, June 5th. It would run every other Friday, including these dates: June 5th and 19th July 3rd, 1 ih, and 31 st August 14th and 28th September 11th and 25th If additional clean up is needed from City forces on any of the following Saturday mornings, the Boy Scouts would be billed for that. That was not necessary last year. All other on street and the parking lot spaces would be available for patrons, viewers, and overflow of the display cars, should that be necessary. Similar to last year, there would be a small number of spaces in the public parking lot across from Bill's Toggery reserved for residents of downtown apartments who request reserved parking permits. The action requested is to authorize the closure ofPirst Avenue from Sommerville to Holmes, and Lewis Street from First Avenue to the North line of Third Avenue. In addition, food sales and other vendors are requested to be authorized on sidewalks at locations to be specified, but primarily at the intersection of Lewis and First Avenue. Budget Impact: So that the event is "revenue neutral" for the City, the costs that the City incurs will be reimbursed from the Boy Scouts and where appropriate, the Downtown Business Partnership. Typical expenses include Police overtime, Public Works clean up (if necessary), and portable toilets. The DBP would list the City of Shakopee as an "additional insured" for the purposes of liability insurance. Relationship to Visioning: This supports Goals A (Active and Healthy Community) and B (High Quality of Life). Recommendation: I recommend approval of the request to close First A venue from Sommerville to Holmes Streets, and Lewis Street from First to Third A venues, and that food and other appropriate vendor sales be allowed from City sidewalks. Action Required: If the Council concurs, it should, by motion, authorize the closure of First Avenue from Sommerville to Holmes, and Lewis Street from First and Third A venues, and allow for sidewalk vendor sales at locations to be determined in the downtown area for nine Friday nights, beginning June 5th and ending September 25th, 2009. lvoOU~;J Mark McNeill City Administrator MM:cn
