HomeMy WebLinkAboutWritten Testimony . , With regard to the building, site location or on-site business activities; I guess the first question you have to ask yourselves is: if I-State truly is a light industrial business with light industrial activity.... why are they asking for, and why would they need, allowances to operate on this site in the form of Conditional Use Permits? This is a heavy industry business that does not belong in a light industrial area. Period. I want to raise a few points about traffic and test-drive routes; . You canit look at the applicant's request in isolation of the building and site, . You have to look at it as a whole bl1sin€~ss activity. . One thing that has been conveniently overlooked is the primary activity of I -State .". that of getting their product in and out of this location. . The applicant mentioned at an earlier ph~rming meeting that typically there would be somewhere around 24 trucks, sometimes more, coming in to the location each day for fitting out to customer specs. In a 12 hr day that's one truck every half hour travelling through Shakopee to get to this location. (Oh(~ every 15 minutes if you count each truck leaving in that same 12 hr period) If these trucks all require a road test before delivery. They have to leave and return to the site - adding 2 extra trips each, In total that's 4 one-way trips per truCk. If you do the math - on average thafs; one truck entering or leaving the site and driving through parts of OUr City every 7.5 minutes, Then if you add in the unscheduled breakdowns and repairs that will be coming in as needed. Delivery trucks bri'lging in parts and supplies like Refrigeration Units and finally tru~ks bringing in trailers for the refridgeratioh units to be installed on that's A LOT of big, heavy, traffic rolling through Shakopee. And let's not forget the additional 100 cars that will be coming and going as the 100 staff arrive and depart the slt(~. With minimum vehicle movement bf just <:oming and going... If you take 24 trucks and 100 cars arriving, then depar1::ing in a 12 hr period that's an average of Ohe vehicle moving thrbugh the gates every :3 minutes!! .:;* . .. Common sense would say that this places I -State in the same industrial category as Anchor Glass, CertainTeed. I pretty sure Ziegler actually has less traffic going through their gates than this will on a daily basis. Traffic generated by I-State can not by it'shature be limited to just this locatioh ~ It will impact and affect a significant part of this (~ity and the city residents. Relating to this is the route for driving these Trucks, Trailers and any cargo - hazt\rclous or otherwise in and out of the city. Anyone who lives here knows the access issues with 169 and Hwy 10l. I assume a reasonable expectation for a truck r01lad-test, but would be getting it up-to-speed and under-load for a certain period of time, or distance. pulling out of the site and travelling east on Hwy 101, there are 3 sets of stop lights before reaching 169 North. The first is at Canterbury (83) whith Is on~y 1..;1/4 miles from the Shenandoah intersection. I don't think this would allow a truck to get up to speed before having to slow down and stop at the lights. The second is at Valley Fair - this is even shorter and only 1 mile from the, Canterbury Rd intersection and will be problematic when traffic fills Hwy lOt backing up from the lights as it does every year whenever Valley fair is open. So Hwy 101 probably isn't a viable route; I think the most likely route to take is: Hwy 101 to Cahterbury to 169 South. Run down 169 South - Off at MarsChall; past the school and back to 4th Ave or Hwy 10l. Or they'll run down 169 to the south west side of town (here at least they can get Up to 65 mph and ft~eway speeds), then past the cinema t\nd through the downtoWh on Hwy 101, back to I"'5tate. Before making your final decision or grlfnting approval to their C. U;P. for the site, I think you owe it to the people yOll represent to weigh the traffie impact this will havlJ for years to come. I -State should be able to tell you where tht~ir primary traffic routes w/II be/In addition to how these vehicles will be entet'ing and leaving our city;. Only th.ftin can you properly assess the true infpacf I-State will have on the city at-large and if this is II good idea for the city~ rhank you.
