In 2001, Rebuild Niagara Frontier (the precursor to WNY Energy $mart
Communities) was awarded a National Energy Champion Award at the U.S.
Department of Energy Rebuild America National Forum. The award was
presented for Energy Excellence in Local Government, in recognition of the
partnershipa€™s role in promoting energy efficiency throughout government
facilities.

Below is a list of several past and current energy initiatives undertaken by Erie
County.

Western New York Energy Smart Communities
The New York State Energy Research and Development Authority (NYSERDA)
and Erie County sponsor the Western New York Energy $mart Communities
initiative. The effort was developed to work in conjunction with the United
States Department of Energy Rebuild America Program. Regional Energy $mart
Communities are a gateway to all NYSERDA programs and opportunities,
especially relating to energy efficiency and renewable energy development.
The role of the local Energy $mart Coordinator is to act as liaison, helping to
match community needs with NYSERDA programs. Energy-related training and
education programs are developed to address the specific needs of each
community. The WNY Energy $mart communities region is comprised of
Allegany, Cattaraugus, Chautauqua, Erie and Niagara Counties. The goals
include:
:- creating a more energy-efficient, economically strong, and
environmentally secure community
:- supporting local community goals of implementing energy efficiency in
residential, institutional, commercial, industrial, and municipal buildings
:- spurring consumer demand for energy-efficient products and services
:- developing an infrastructure to respond to consumer demand for these
types of products and services

Energy Target Zones
Energy Target Zones are specific geographic areas within the region that could
substantially benefit from focused energy-efficiency projects. WNY Energy
$mart Communities designated Downtown Buffalo to be the first area Energy
Target Zone. The Zone was created in cooperation with Buffalo Place, Inc., an
independent not-far-profit corporation founded to manage the downtown core
surrounding Buffalo1s pedestrian mall. Buffalo Place, Inc., provides services to
the downtown community with a focus on marketing, maintenance, planning,

... ' and advocacy. The downtown core consists of more than six hundred buildings,
including restaurants, theaters, specialty shops, financial institutions, and
. government offices.
In addition to Buffalo Place, Inc., WNY Energy $mart Communities has
partnered with Erie County, the City of Buffalo, and the Urban Design Project of
the State University of New York at Buffalo to make energy efficiency an
important part of the Downtown revitalization effort. Energy issues became a
part of the newly developed downtown Buffalo strategic plan. The purpose of
the energy component is to increase awareness and to use improved
environmental building practices through energy efficiency and green design.
The plan emphasizes the economic and environmental advantages of rrthinking
greenll by reducing energy costs in downtown buildings. As described in the
IIEnergy and the Environmenttl section of Queen City Hub: A Regional Action
Plan for Downtown, a goal has been set for a 200/0 reduction in energy usage
for Downtown Buffalo by the year 2007. Energy efficiency is recognized as a
valuable tool to create economic development, environmental stewardship, and
community revitalization

Niagara Power Project Relicensing
Erie County is an active stakeholder in the Federal Energy Regulatory
Commission's (FERC) and the New York Power Authorities (NYPA) Alternative
Relicensing process for the Niagara Power Project. Erie County is also a
principal member of the Western New York Relicensing Consensus Committee
(Ree). Federal relicensing of the Niagara Power Project is fundamental in
protecting in excess of 56,000 WNY manufacturing jobs that are contingent on
this low cost power. Erie County's objective is to preserve and maximize the
long-term availability and utility of inexpensive electric power for Western New
York businesses, residents, and to facilitate future sustainable economic
development. Efforts are also focused on ensuring that energy efficiency
becomes part of the allocation equation.

Erie County Energy Efficiency Improvements
The Erie County Legislature passed a resolution promoting energy efficiency in
all County-owned or operated properties. The resolution also encouraged the
use of alternative fuels and renewable energy technology. Numerous County
properties have accessed NYSERDA programs for Technical Assistance, New
Construction, and Smart Equipment Choices to help fund energy efficiency
improvements. These properties include the recently constructed Family
Courthouse( the Old County Courthouse, the Buffalo and Erie County LibrarYr
the Rath Building, 25 Delawarer the Buffalo and Erie County Botanical Gardens,
Erie Community Collegea€"Downtown Campus, the University Medical Center
(Erie County Medical Center), the Youth Detention Center, the Alden
Correctional Facility, the Erie County Home and Infirmary, and major
renovations at the Southtowns sewage treatment plant as well as other County-
operated wastewater treatment facilities.

Energy Aggregation
Erie County has initiated countywide energy aggregation purchasing programs
that allow regional and local-municipal governments and other quasi-public

District Heating Program
Erie County is working in conjunction with the City of Buffalo to assess the
viability of expanding the downtown district heating system using a modern
multi-fuel (30 different types of fuel combinations) combined heat and power
plant. This highly efficient system would supply the central downtown core with
most of its heating and cooling needs and would be expandable to other areas
of the City as dictated by demand.
