Subject: Authorization to Submit Grant Applications for Quarry Park Project -
Resolution No. 6898
INTRODUCTION
This agenda items requests that City Council adopt a resolution authorizing grant
submittals to the Legislative-Citizen Commission on Minnesota Resources (.\.-CCMR) for
the Quarry Park project.
BACKGROUND AND DISCUSSION
Our work with the Shakopee-Prior Lake Water Ski Association on acquiring funding for
the Quarry Park project continues with another grant application. We have been
successful in securing $92,000 in funding in 2005 and $78,500 in 2006. The work on the
Quarry Lake Park site will begin in 2009 utilizing the obtained grant funding. The grant
funding is available to the City until June 30, 2010. The attached resolution would allow
us to submit for additional funding. The Legislative-Citizen Commission on Minnesota
Resources (LCCMR) Grant Program funding would begin July 1, 2010 and would allow
the City to complete additional items in the Quarry Lake Park.

REQUESTED ACTION
If City Council concurs, offer Resolution No. 6898, A Resolution of the City of Shakopee,
Minnesota Authorizing the City to Submit a Legislative-Citizen Commission on
Minnesota Resources (LCCMR) Grant Program Application for the Quarry Park Project,
and move its adoption.
RESOLUTION NO. 6898
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
AUTHORIZING THE CITY TO SUBMIT AN LEGISLATIVE-CITIZEN COMMISSION ON
MINNESOTA RESOURCES (LCCMR) GRANT PROGRAM APPLICATION FOR THE
QUARRY LAKE PROJECT
WHEREAS, the City of Shakopee has acquired and will develop a reclaimed
aggregate quarry in Shakopee for reuse as a park, recreation, and natural resource
amenity; and,
WHEREAS, such a project will help improve the quality of life in the southwest
metropolitan area by providing a truly unique amenity; and,
WHEREAS, the City is seeking funding assistance to fulfill the vision set forth in
this project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA, that the City of Shakopee (The City) will act as legal
sponsor for the project contained in the Legislative-Citizen Commission on Minnesota
Resources (LCCMR) Grant Program Application to be submitted on April 15, 2009 and
that appropriate City staff are hereby authorized to apply to the LCCMR for funding of
the Quarry Lake Project on behalf of the City.
BE IT FURTHER RESOLVED that the City has the legal authority to apply for
financial assistance and ensure adequate construction, operation, maintenance and
replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED that upon approval of its application for funding
from the Environment and Natural Resources Trust Fund, the City may enter into an
agreement with the LCCMR for the above-referenced project, and that the City certifies
that it will comply with all applicable laws and regulations as stated in the grant
agreement.
BE IT FURTHER RESOLVED that appropriate city officials are hereby authorized
to execute such agreements as are necessary to implement the project on behalf of the
applicant following final approval from City Council.
Adopted in session of the City Council of the City of Shakopee,
Minnesota, held this yth Day of April, 2009.
