Subject: Non Employee Instruction Policy
INTRODUCTION
City Council is being asked to adopt a policy regarding instruction in City facilities by
patrons that are not employees or contractors of the City.
BACKGROUND
At the March 23rd PRAB meeting, the board recommended to council to adopt a policy
that would restrict instruction in our facilities by non City staff. The advisory board felt
the policy should state restrictions about outside instruction, but should also be friendly
to parents or legal guardians,
The recommended policy is attached.

REQUESTED ACTION
The City Council, if it concurs, offer Resolution NO.6895 A Resolution of the City of
Shakopee, Minnesota, Adopting a Non-Employee Instruction Policy for the City of
Shakopee, and move its adoption.

A RESOLUTION ADOPTING A NON-EMPLOYEE INSTRUCTION POLICY
FOR THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKO PEE, MINNESOTA, thatthe
attached Non-Employee Instruction Policy for the City of Shakopee is hereby adopted, effective April 7,
2009.
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby
repealed and terminated effective April 7, 2009,
Adopted in regular session of the City of Shakopee, Minnesota held this th day of April, 2009.

Shakopee Parks and Recreation Non-Employee Instruction Policy
Shakopee Parks and Recreation prohibits private instruction of any kind within city
facilities. Only authorized City staff, association staff, a legal parent or guardian,
instructors used by the school district, or instructors used by a private group in
connection with the rental of a City facility may provide instruction including personal
training in city facilities. City facilities include the Community Center, SandVenture
Aquatic Park, Ice Arena and Parks and Recreation allotted times at the School District
facilities,
Approved private rentals must supply the City with a certificate of insurance and signed
waivers to relinquish any liability to the City.
