Subject: Enhanced Fitness Contract
INTRODUCTION
City Council is asked to authorize staff to enter into a contract to offer the Enhanced Fitness
Program as part of the facilities fitness curriculum.
BACKGROUND
The Shakopee Community Center has offered a senior fitness program for a number of
years. The Silver Sneakers program began in 2005. The program has been successful in
raising revenue, bringing senior aged patrons into the center for healthy activities and
creating a social o,utlet for many of the participants. There are currently just under 100
members for this program with approximately 30 who regularly attend classes. In order to
take part in the SilverSneakers program, individuals must:
1. Be 65 years or older.
2. Have Humana or Medica insurance and be eligible for Medicare.
If a participant does not fall into these two categories, they may take out a traditional
membership or pay a daily fee to participate. Those that do qualify swipe a card each time
they come into the center. The center receives $3.00/swipe up to $30.00 per participant per
month. We currently pay our instructors out of the Community Center budget for this
program. All materials are covered by the SilverSneakers program and are at no cost to us.
DISCUSSION
Staff is interested in offering a program through UCare called Enhanced Fitness, We feel it
will be a great addition to the senior fitness program we already offer. The differences with
the UCare Enhanced Fitness Program are:
1. The Community Center does not receive any compensation from the program.
a. All equipment is provided however at no cost.
b. The City will pay instructors under the Certified Instructor Market Rate pay
scale as listed on the City's Part Time Pay Plan. Instructors pay is then
reimbursed by UCare.
2. Silver Sneakers allows the participant to utilize the facilities and take the classes,
The UCare Enhanced Fitness program only allows the participant to take classes.
3. Non UCare members may take part in the classes if they have a membership or pay
the daily fee for the class. This additional participation produces revenue for the
program.
4. Participants have an assessment done at the beginning and end of each session to
see their progress.

REQUESTED ACTION
If City Council concurs, move to authorize the appropriate city officials to enter into a contract
with UCare to offer the Enhanced Fitness Program at the Shakopee Community Center.
