Council Involvement-Police Chief Selection Process /3. f; J, CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Council Involvement-Police Chief Selection Process DATE: March 17, 2009 Comment: Introduction: The City Council is asked give direction as to what involvement it wishes to have in interviewing the Police Chief Finalist candidates. Background: The City advertised for candidates for the position for Police Chief, which is being caused by the retirement of Dan Hughes. Nineteen applications were received. Because this hiring is being conducted under Civil Service rules, the Civil Service Commission will provide an "eligible list of three candidates to the City for further consideration. Those candidates will participate in management testing by an outside company on behalf ofthe City, and then some or all will be invited to interview with the City Administrator and department heads on April 14th. The City Council is invited to participate in the interviews as well. If the Council wishes to formally interview the candidates as a body, it should establish a workshop at which to do that. If that is done, it will be a public meeting. If, on the other hand, individual councilors wish to meet with the candidates, that could be accommodated on the afternoon or evening of April 14th, when the other interviews are being performed. It may be remembered that some members of the Council chose to interview the Fire Chief candidates individually, and so met separately to do so. The alternative would be for the Council to simply receive a recommendation from staff on a single candidate. The Council should discuss what involvement, if any, it wishes to have with the Police Chief interviewing process. Relationship to Visioning: This supports Goal F: (Housekeeping) Recommendation: If the Council wants to interview the finalists for the Police Chief position, I recommend that it be done similarly to what was done for the Fire Chief position, rather than to schedule a separate workshop.
