SUBJECT: Request for Hansen A venue Petition

INTRODUCTION:
Attached is a letter from Steve Soltau, Project Manager of Shakopee Crossings, requesting the
City for petition on the completion of Hansen A venue East, from CSAH 18 to Crossings
Boulevard.
BACKGROUND:
The City of Shakopee has been working with Scott County to resolve the access issue for
Shakopee Crossings East commercial development. The City of Shakopee and Scott County
have come to an agreement to allow a right-in/right-out access for Hansen Avenue as long as it is
a public street. In the City's Capital Improvement Program for 2009, the City did include a
public project for Hansen Avenue extension, from CSAH 18 to Crossings Boulevard,
City staff has met on this request and believe it is in the best interest of the City to have the
developer do this project as a private development project for public improvements thus using
his own financing, versus the City's financing, This recommendation is from the City
Administrator as well as the City Finance Director, Moving forward, the Hansen Avenue
extension project could be done by the developer and with his own engineer or use of the City's
consulting engineer that is currently working on the C,R. 21 improvement project. Staff is of the
opinion that a continuation of the design with our City consultant, who the County is using for
the C,R. 21 Project, would provide the best design and over sight of the project for the City,
County and the developer, Staff will be meeting with the developer in regard to how this private
development project would be done,
This agenda item is essentially for Council concurrence on how the project should proceed and if
there is any specific direction or concerns, The developer has indicated they are willing to do the
project.
ALTERNATIVES:
1, Make a motion not to proceed with a 429 Public Improvement Project for Hansen
A venue, from CSAH 18 to Crossings Boulevard, and for that project to proceed as a
private development project.
2, Make a motion to proceed as a 429 Public Improvement Project.
3, Table for additional information,
RECOMMENDATION:
Staffs recommendation is for this project to proceed is for it to be installed and financed by the
developer as a private project. A modified developer's agreement would be prepared for this
private development project.
ACTION REOUESTED:
Make a motion not to proceed with a 429 Public Improvement Project for Hansen A venue, from
CSAH 18 to Crossings Boulevard, and for that project to proceed as a private development
project,

Dear Bruce:
Please accept this correspondence to request a petition for the completion of Hansen
A venue east of the existing location to a limited access point along CSAH 18. This
access is critical to the commercial development long anticipated in this area We would
like the City of Shakopee to move forward on this extension as soon as possible.
It is my understanding that the City has developed specific documentation for public
improvement petitions, I also understand that there is a CIP budget of $625,000,00 for
this project. Please have the appropriate documentation for the petition generated and
forwarded to my attention,
