The Planning Commission reviewed the proposed text amendment at its March 5 meeting and recommended approval of the amendment to the City Council. A copy of the Planning Commission report is attached for the Council's reference. AL TERNATIVES 1. Approve the text amendments as presented. 2. Approve the text amendments with revisions. 3. Deny the text amendments. 4. Table action on this item and direct staff to prepare additional information. STAFF RECOMMENDATION Staff recommends Alternative No.1, approval of the text amendments, as presented. Sight distance is the length of the roadway ahead visible to the driver. Sight distance requirements vary depending on the traffic volumes, speeds, and traffic control at intersections; The City's current minimum sight distance triangle of 30 feet is not sufficient. The Engineering Department is requesting a revision to a minimum sight distance triangle of 50 feet with the City Engineer having the ability to increase that in certain cases. DISCUSSION The Engineering staff is requesting that the sight triangle requirements be revised to a minimum of 50 feet. The intent is to apply this requirement to any forthcoming plats and not to require it for any existing lots of record. Attached as Exhibit A is depiction of the current 30 foot sight triangle vs. the proposed 50 foot sight triangle. Additionally, staff recommends that the provision allowing for reduced setbacks on comer lots be eliminated, once again in any forthcoming plats, in order to allow for consistency in application of setbacks particularly in the cases of corner lots and allowing for a clear and consistent sight triangle. Because of the proposed increase in sight triangles, staff is also proposing that the lot width requirement for comer lots in the Urban Residential (R-IB) zoning district be increased from 60 feet to 90 feet. This increase would only apply to corner lots and would allow for the area needed to keep the sight triangle clear while still allowing a building envelope consistent with the spirit and intent of the Urban Residential (R-IB) zoning district. Staff proposes the following changes to the City Code. Underlined language is to be added and struckthrough language is to be deleted. Section 11.60, Subd. 21. A. Street Intersections. The chart below specifies the required clear area for each street intersection. The City Engineer may require additional triangle area if a traffic study or special conditions indicate that additional protection is needed. C. On comer lots or other lots abutting two (2) or more streets, the required front yard setback shall be provided for each side abutting a street. The front yard shall be the. side with the shortest street frontage. In the rural residential (RR), low density residential (R-1A), urban residential (R-1BO, and medium density residential (R-2) zones the required setback shall be reduced by ten (10) feet in any yard abutting a street other than the front. This provision shall only apply to lots receiving preliminary plat approval prior to January L 2009. Section 1l.30,(Urban Residential (R-IB) Zone) Subd. S.C Lot Specifications: Minimum lot width (single-family detached): 60 feet; Single family detached comer lot(for lots receiving preliminary plat approval after January 1, 2009): 90 feet (existing two-family dwelling): 70 feet Minimum lot depth: 100 feet Minimum front yard setback: 30 feet Minimum side yard setback: 10 feet Minimum rear yard setback:. 30 feet AL TERN A TIVES 1. Recommend denial of the text amendment to the City Council. 4. Table action on this item and direct staff to provide additional information. STAFF RECOMMENDATION Staff recommends that the Planning Commission recommend approval ofthe text amendment, as proposed, to the City Council (Alternative No.1).
