BACKGROUND: The Police Department's 2009 operating budget includes funding for 120 hours per week of Community Service Officer time. At various points in the past this allocation has been spread across 4 employees, each working 30 hours per week, or 3 employees, working 40 hours per week. The Department currently has only one CSO and he is working 40 hours per week. They are seeking authorization to hire a second CSO, who will also work 40 hours per week, bringing them to a total of 80 hours of CSO time per week, out of the 120 hours authorized in the budget. The Police Civil Service Commission conducted the necessary testing that created the Community Service Officer eligible register dated January 20,2009. The following names are the top three candidates listed, in alphabetical order, on the eligible register established by the Police Civil Service Commission: Andrew Dahmes Crystal Marks Joseph Theis RECOMMENDATION: Staff recommends that Crystal Marks be hired at Step E of Grade Level 2 of the City's 2009 Non-Union Pay Plan ($15.98 per hour). ACTION REQUESTED: If the Council concurs, they should, by motion, authorize the hiring of Crystal Marks as a probationary Community Service Officer at Step E of Grade Level 2 of the City's 2009 Non- Union Pay Plan, subject to the satisfactory completion of pre-employment medical and psychological examinations.
