F'! , V ~ 1 \) &.f~ TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Authorize the Establishment of a Traffic Safety Review Committee DATE: March 3, 2009 INTRODUCTION: On December 2, 2008, the City Council directed staff to investigate forming a Traffic Safety Review Committee and bring back a recommendation for Council to consider. Attached to this memo is a resolution on establishing a Traffic Safety Review Committee for Council review and approval. BACKGROUND: The City of Shakopee approved a Traffic Signing Plan which included policies in 1999. Staff is currently updating this plan with its traffic consultant, WSB & Associates, Inc. In addition to updating the signing policies, staff also recommended the establishment of a Traffic Safety Review Committee to evaluate concerns of traffic issues such as signage, speeding, parking and other traffic issues. It is proposed that this committee would consist of staff members from Engineering, Police, Administration and Public Works and would meet on a quarterly basis. Petitions and concerns of residents and property owners would be presented and discussed at these quarterly meetings, prior to a recommendation and discussion at a Council meeting. It is staff's opinion that involving other departments would provide a more thorough review of traffic issues and would be able to discuss resident concerns in a committee setting prior to a council meeting. Under Minnesota Statutes, the City is responsible to implement signage consistent with the Uniform Traffic Control Manual and State law. The City's Signing Policy Manual provides additional guidelines in addressing traffic signage issues. It should be noted that the City Code has the City Council as the authority for approving traffic or parking signage in the City. Staff did survey other Cities for Traffic Safety Committees and the response ranges from a staff review, to staff committee, to staff committee with Council members and residents, and to a formal Traffic Commission similar to a Planning Commission. Staff is proposing to move to the next step of a formal Traffic Safety Review Committee with staff members of various departments. Council can discuss if this is the right committee mix at this time, or if a committee with a Council member or residents is needed at this time. At this time Staff is recommending a staff committee with the council being the final authority. ALTERNATIVES: 1. Adopt Resolution No. 6876, a resolution establishing a Traffic Safety Review Committee for the City of Shakopee. 2. Do not adopt Resolution No. 6876 at this time. 3. Table this item and provide staff with further direction. RECOMMENDATION: Staff has researched and reviewed other Cities and is recommending a Traffic Safety Review Committee be established with appropriate staff of various departments. ACTION REQUESTED: Offer Resolution No. 6876, A Resolution Establishing a Traffic Safety Review Committee for the City of Shakopee and move its adoption. Ii jnv~~/J :~~';;~g.E, Public Works Director BUpmp ENGR/2009-PROJECTS/2009-COUNCIUMEM6876-ESTABLISHING- TRAFFIC-SAFETY-COMMITTEE RESOLUTION NO. 6876 A Resolution Establishing A Traffic Safety Review Committee For The City Of Shakopee WHEREAS, traffic safety has been an ongoing concern and goal of the City of Shakopee; and WHEREAS, the City periodically receives requests from the public for modifications to design or traffic control devices; and WHEREAS, the City of Shakopee has also been working toward a consistent roadway signage plan; and WHEREAS, the City of Shakopee adopted a Signing Plan with Policies in 1999; and WHEREAS, this Signing Plan and Policies are in need of being updated; and WHEREAS, the City Council is the authority for approving traffic or parking control signage; and WHEREAS, the establishment of a Traffic Safety Review Committee would have membership composed of various City Departments and could review said requests and policies, and make recommendations to the City Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKO PEE, MINNESOTA: that a Traffic Safety Review Committee is hereby established. BE IT FURTHER RESOLVED that membership on said Committee shall consist of representatives from Engineering, Police, Public Works and Administration Departments, and shall review traffic and policy concerns on a quarterly basis, or as needed, and provide said recommendations to the City Council as necessary.
