':i C\1~ OF S\-\~KOPEE MEMORANDUM c.,.,' ~" "', 1', '~", ~,-' '" ",..",.,' ~ >t. ~~, \' ,:,', ~:; .~~ ~. ~ t, ~', :i rv.~~'~~\i Q \0', Ma)'or and Cit)' Council Mark McNei\\, Glty ,t:..dm\T\\st~a\m From: Jamie polley, Director of Parks, Recreation, & Natural Resources Meeting Date: March 3, 2009 subject: Natural Resources Intern INTRODUCTION City Council is asked to authorize the advertising and hiring of a Natural Resources Intern, BACKGROUND AND DISCUSSION The Natural Resources Coordinator left the City in November of 2008, City Council funded the Natural Resources Coordinator position for 2009 however Council has not given staff direction to fill the full-time position at this time. Council has also not yet discussed the future of the full-time position for 2010 and beyond. Staff is currently reviewing the tasks and responsibilities of the Natural Resources Coordinator. The Director of Parks, Recreation and Natural Resources will take on the majority of the tasks and prioritize the projects for completion as necessary. The Public Works Department will be completing the tree inventory and preparing a tree maintenance plan for the City, Public Works staff will also assist in diseased tree inspections and tree planting, In order to complete the tasks that are important to the City's management of its natural resources additional staffing is needed, An intern could temporarily assist City staff in completing the tree management tasks, follow up on the numerous park and open space encroachments that were identifies in 2008, assist with development review, etc. BUDGET The 2009 Natural Resource approved budget totaled $135,820,00, Approximately $89,600 is budgeted for full-time wages and benefits, Approximately $7,000 of the $89,600 would be needed to fund an intern for 480 hours. The 2009 budget includes $20,000 for 'other professional services' such;'as consultants if needed to complete specific or specialty items, ' r RECOMMENDATION Staff recommends that a highly qualified intern is h,red to assist with the responsibilities of a Natural Resources Coordinator. The candidate must possess skills and knowledge in the following areas: . Tree identification . Tree inventory using GPS . Conversion of GPS information to GIS software . Tree inspections · Park boundary marking · Other natural resource activities as n ecessary VISIONING RELATIONSHIP D. Vibrant, Resilient and Stable REQUESTED ACTION If City Council concurs, move to authorize staff to advertise and hire a Natural Resources Intern.
