Michael Leek, Community Development Director SUBJECT: Workshop on CR 101 Reconstruction Project MEETING DATE: February 24,2008 Workshop INTRODUCTION: At the workshop, representatives of Scott County will provide a presentation related to the planned reconstruction of CR 101 from the new bridge east of CR17/Marschall Road to Fillmore Street on the west. The discussion will likely also touch on the impact of future plans for a new river crossing (i.e. TH 41) on this roadway, as well as potential impacts of improvements to either/both the Hwy. 101 bridge and Hwy. 101 north ofthe Minnesota River. DISCUSSION: Factors that have resulted in plans being developed for reconstruction of this segment of CR 101 include; . The current condition of the roadway, utilities, curbs, lights and sidewalks; . The increasing level of traffic on this roadway now and into the future; . The potential availability of "turnback" funds to Scott County for the completion of this reconstruction project. Traffic: At the time that u.S. 169 was opened in Shakopee in 1996, traffic on CR 101 dropped dramatically. Since then, average daily traffic (ADT) on the road has increased According to the traffic analysis conducted for the TH 41 DEIS, in the year 2000 the 101 bridge carried 21,400 ADT. According to that same analysis, without any improvements to either the bridge or CR 101 through Shakopee and whether a new river crossing is constructed along the Central alignment, traffic on the 101 bridge is predicted to rise to 30,000 to 34,000. Recently, Scott County had a preliminary analysis of traffic levels on the 101 bridge run which assumed improvement of the bridge to a four-lane facility. That analysis predicted that up to 50,000 ADT may use the CR 101/101 bridge corridor. H:\CC\2009\CR 101 02242009 final.doc 1 Roadway Design: The proposed project design for the reconstruction project is a 5-lane design as identified in the CSAH 17 Corridor study. It is expected that this design could be accommodated for the most part within the current right-of-way with minimal impacts on adjacent properties, although it will be challenging to fit walkways, lights and other elements within this ROW. The ROW is generally 80-feet wide in the CR 101 corridor. Council should discuss whether it still wishes to continue the theme for walkways, lights and so on that has been established with Huber Park on the west and the new bridge on the east. The 5-lane design is expected to be adequate to handle the predicted traffic levels for 2030, but the projected trips will be at the outer limits of this design's capacity and it may break down in peak periods. Most certainly, in order to handle up to 34,000 ADT, it is expected that the design will proposed the possible consolidation or closing of some access in the corridor. In the event that traffic levels exceed about 34,000, in the future the County and City will be forced to consider a roadway design that may require additional ROW. Given the one time opportunity for funding that the turnback funds the County will be able to get from the State, it is important that we think through the consequences of the design decesions we are about to embark upon with the County/ Impacts of the Project: While it appears that the proposed 5-lane design can be accommodated within the existing ROW, changes in access in the corridor may have impacts of existing land uses in the corridor, as well as long-term impacts on the manner in which properties in the corridor are used in the future. It would be valuable for both the County and City staff to have the Council's direction on how to handle these types of impacts in the design of the project. In the event that post-2030 a different roadway footprint is required, it may have more direct impacts on properties in the corridor. In any event, the continued increase in traffic levels on CR 101 will likely have an impact on the long-term viability ofthe entire stretch of roadway as a "highway business" location. Discussion of these potential impacts, and direction from the Council is desirable. ACTION REQUESTED: Council is asked to provide direction to the County and to City staff on the following items; . Concerns, if any, about the design process; . Concerns, if any, about the 5-lane roadway design and the potential closure or consolidation of access points in the corridor. . Council concurrence on the inclusion of aesthetic amenities in the project that continue the themes established with Huber Park and the new bridge east of CR 17; . Additional steps, if any, that should be taken to address planning for traffic levels that might be generated by improvements to the Hwy. 101 bridge; H:\CC\2009\CR 101 02242009 final.doc 2 . Capacity of 5 lane design exceeded within 20 years. 0 4 lane undivided serves up to 30,000 ADT,divided w/ turn lanes 36,000 ADT . If 101 River Crossing improved a closer look at the data shows: 0 Much of the traffic is generated from north of TH169 in the area between County Highways 17 and 17 0 Draws additional traffic on 17 going tolfrom south side of 169 0 Origin/Destination not shifted by an unconstrained County Highway 69 facility . . . Improving the 101 river crossing will put County Highway 101 back in the role of serving more of a regional mobility purpose . Higher volumes without limited public and private access to County Highway 101 will translate into more safety issues for the traveling public. . Designing for 17/101 intersection requires dual left NB/WB. Stacking issues Issue to respond to tonight: Considering this information that we did not have last year, . Is preceding forward with a design that will be obsolete in 20 years a responsible investment decision. (State turn-back funds are one-time $$) . The City and County share the responsibility for making the right decision. . Facilitating additional traffic if needed/desired in the future can be accomplished by adding through lanes/median/turn lanes and/or restricting access. . Planning for this project should thoroughly examine impacts t%f the land uses plan, redevelopment plans or opportunities, and facility needs for highway and pedestrians. . By looking at options for expansion as a part of the design process today it may preclude expensive redo of sewer/water/stormwater facilities later .
