INTRODUCTION:
The City received the attached application for a loan under the Downtown and First Avenue Fayade
Improvement Loan Program. The EDA is asked to direct staff whether to prepare a loan agreement for up to
50% of the fas:ade improvement costs.
DISCUSSION:
Scott County Historical Society, 235 Fuller Street South, proposes renovation oftheir building that includes
scraping, sanding and painting of windows, doorways, siding and the porch area. The renovation is intended
to preserve the building's historical appearance. The total estimated costs of these improvements are
$2,540.00. The FILP provides for loans up to one-halfthe cost of improvements or a maximum of $25,000
per project. In this case, one-half of the cost would equal $1, 270.00.
The Council reviewed this project at their January 20, 2009 meeting, but voted to continue the discussion on
this item to allow staff and the applicant additional time to address a few concerns. One of the concerns was
whether the request was for maintenance work, and whether the EDA should fund maintenance work; the
concern being that the loan would provide a benefit to Scott County, thus the County should fund the entire
cost of the work.
Staff has noted that previous loans have included work, such as brick tuckpointing, that could also be viewed
as maintenance, but has been viewed as fundable because it preserves the integrity ofthe structure and its
materials.
The applicant has commented that the work outlined in the application would preserve the integrity of the
structure. She added that on each side of the house raw wood is exposed to the elements; that removing
flaking paint, sanding and repairing damaged wood, and resealing with proper paint preserves the building
structure; and that particular attention is needed on the wood above the porch, and the front door, which have
been damaged from exposure to the elements. She noted that the house is 100 years old and that these
measures will help to preserve the structure for future use.
In a response to the question as to whether the Scott County Historical Society's portion of the funding
comes from its budget, and not directly from Scott County, the applicant has replied that the Scott County
Historical Society is a 501 (c)3 nonprofit organization, and is not a Scott County entity. The matching
portion of the funding for this project comes from the Scott County Historical Society budget.
Additionally, the applicant noted that the Scott County Historical Society's facade application stressed the
need to scrape and paint the Stans house and seal the front door. As previously mentioned, raw wood is
exposed on all sides of the house - in particular above the front porch. The work outlined in the application
preserves the integrity of the structure - it seals and preserves the structure. Additionally (and this work was
not included in the facade application, but the applicant would like to have it considered), the house is in

need of gutter/downspout extensions, repair to the west gable ridge roofing, and flashing strips under the first
few layers of shingles.
ALTERNATIVES:
I. Offer and pass a motion directing staff to prepare a loan agreement for fayade improvements not to
exceed $1,270.00 for Scott County Historical Society at 235 Fuller Street South.
2. Deny the request for Downtown and River Corridor Fayade Improvement Loan funds.
3. Table the request for additional information.
DESIGN REVIEW COMMITTEE RECOMMENDATION:
On Wednesday, December 17,2008, the president of the Downtown Partnership, Mike Beard, and the chair
of the Historic Preservation Advisory Committee, Jay Whiting, met with Community Development staff to
review this FILP application. After discussion, the committee recommended making a loan for the fayade
improvements for Scott County Historical Society.

Building Permits & Inspections
Applicant is responsible for obtaining appropriate building permits, per the Shakopee
City Code. In the case of improvements that do not require a city-issued building
permit, the applicant must submit the name and state license number of the contractor
completing the work and agree to an inspection of the work by a city building official.
Loan Disbursement
Awarded loan funds will be dispersed to the applicant upon submittal of receipts 'or
invoices for supplies purchased and work completed.

City staff or an authorized representative shall have the right to inspect the property to
be improved at any time from the date of application upon giving due notice to the
owner and to occupants.

6. Law enforcement personnel in the cases of suspected fraud.
