Comment:
Introduction:
The Council is asked to adopt revised Goals and Objectives for 2009.
Background:
At the January 20th, City Council meeting, I presented reformatted two year goals and
objectives. I show on the attachments, we have separated these into goals which would be
considered "ongoing" -those that would be valid this year and every other year for the
City. In addition, several goals were separated and were identified as being specific for
2009.
At that City Council meeting, the Council has asked for input. Cnclr. Joos indicated his
desire to make changes to the component - Strengthen Shako pee '8 "Small Town /I Feel.
Later, he indicated that his primary suggestion related to encouraging the use of
snowmobiles on State and local trails, and allowing the use of City streets to access those
trails. As it turns out, City Code already allows for the use of snowmobiles on City streets
(with certain restrictions). Therefore, Councilor Joos saw no need for additional
language, and is agreeable to leaving the Goals and Objectives for 2009 as previously
recommended.

Relationship to Visioning:
This supports all of the Visioning Goals A-E.
Recommendation:
I recommend that the modified 2008-2009 goals be adopted.
Action Required:
If the Council concurs, it should, by motion, adopt the revised 2008-2009 goals and
objectives, as attached.

ONGOING ISSUES
The following components of the adopted 2008-09 strategy and action steps will remain and shall be
considered as ongoing goals and objectives for the City of Shakopee:
Ensure the City's Financial Health
. Maintain Fund Balances
. Maintain Moderate Debt Levels
. Maintain a Stable City Tax Burden
Determine the Public's Expectation of Service Levels
. Determine staffing requirements based on services to be provided and public expectations of
service levels
. Implement use of technology and productivity improvements as warranted
. Train, hire, and retain quality employees
Make the Downtown & Riverfront Inviting
. Collaborate with the Downtown Partnership and other groups in the community to attract and
retain a variety of business to First AvenuelDowntown
Continue the Implementation of the Visioning Initiative Process
. Keep the Visioning Initiative in front of the public
. Use Goals & Strengths in decision making processes
. Do periodic public review ofInitiative
. Ensure the committees and commissions are vested in the City's goals and strengths; use them
during decision making.
Make the Community a Welcoming Place to Live and Work
. Encourage community events sponsored by different ethnic groups
. Meet the neighborhood groups and residents
. Develop staff awareness/sensitivity/skills to deal with diversity and community attitudes
Protect the Environment
. Encourage/educate the public to expand recycling
. Implement Natural Resource Design Standards and Preservation of fragile natural areas, and
educate the public and developers about these standards
Strengthen Shakopee's "Small Town" Feel
. Develop cooperative community-wide communications efforts
. Develop plan for street design, sidewalks and signage for visual connectiveness throughout the
City
. Implement improved customer service techniques for City employees
. Work with the Chamber or the community groups on special events or community projects.
Foster Community Connections
. Provide opportunities for residents to obtain information
. Identify and reach out to the City's diverse population mix
. Maintain existing trails and sidewalks and where feasible construct new trails, walkways, and
pedestrian crossings
Establish and Expand Relationships with SMSC
. Work with Tribe to explore ways to partner on the provision of services where possible.
2009 -SPECIFIC GOALS AND OBJECTIVES
Specifically for 2009, the following goals and objectives shall be pursued:
Ensure the City's Financial Health; Determine and Provide High Quality, Cost
Effective Services
. Prioritize core services
. Determine additional funding sources to increase the Park Reserve Fund
. Determine services to be provided in 2009, as allowed by budget
Make the Downtown and Riverfront Inviting
. In view of the proposed 20 1 0 CRl 0 1 reconstruction project, Council should determine the future
of the First A venue corridor, factoring in local and regional traffic demands, land use realities, and
accesses to existing and future properties
Continue the Implementation of the Visioning Initiative Process
. Review progress annually
Reprioritize Projects and Staff Resources
. Establish work plan for major transportation projects -- TH4l River Crossing, US l69-CR69;
TH13-CRl7; and CRlOl
. Expand SPUC-City cooperative ventures
. Expand School District-City cooperative ventures
Determine Stafimg for Natural Resources Activity
. Implement Green Standards as projects are completed to establish long -term benefits and savings
for projects and City facilities
Foster Community Connections
. Increase transit usage
. Periodically update the UTMP Plan for its future for both Shakopee and its partners in transit in
Scott County
. Initiate a welcoming package to the City
Establish and Expand Relationships with SMSC
. As necessary, meet with BIA and SMSC to review impacts and opportunities for land owned by
the Tribe within Shakopee for which Trust status has been applied
