SUBJECT: Authorization to Hire Part-Time, Temporary Records Technician

Introduction
The Council is asked to authorize the hiring of a part-time, temporary Records Technician in the
Police Department.
Background
The Police Department currently has four, full-time Records Technicians. One ofthese
individuals has recently gone on a twelve-week, unpaid Family and Medical Leave and another
has indicated that she will also be needing a twelve-week Family and Medical Leave beginning
late this spring. In order to partially-compensate for the temporarily reduced staffing levels and
to allow the Department to keep up with its records division work load, we are seeking Council
authorization to hire a part-time, temporary Records Technician for use as needed between now
and September 1, 2009.
There is an established eligible register for the position of Records Technician. The following
are the top three names on the register, in alphabetical order:
Jennifer L. Boudreau
Donna M. Brown
Stacey M. Nistler
Recommendation
Staff recommends that Council authorize the hiring of Donna Brown as a Police Records
Technician on a part-time, temporary basis. Ms. Brown is a current member of the records staff
for the Savage Police Department and has been for over 20 years. Therefore, no background
check will be needed. Additionally, the Savage Police Department uses the same records system
that we do, so very minimal training will be required.
Ms. Brown has indicated that she is interested in part-time employment to supplement her
current position with the Savage Police Department, therefore we would be able to utilize her
skills for weekend shifts over the next few months.
Budget Impact
As a part-time, temporary employee, Ms. Brown would work less than thirty-hours per week for
a period ofless than six months. Therefore, she would not be benefits eligible. It is proposed
that Ms. Brown be paid at the second step of the Records Tech pay scale (Grade 3, Step D which
is $18.677 per hour for 2009) due to her extensive experience in the police records field. aH4
':;ould earn the first step of Records Tech pay scale (Grade 3, Step F v;hich is $17.579 hour for
2009).
The cost of Ms. Brown's wages can be accommodated within the Police Department's current
budget for wages, due to the fact that the employee currently out on Family and Medical Leave is
on unpaid leave.

Requested Action
If it concurs, the Council is asked to offer a motion to authorize the hiring of Donna Brown as a
Police Records Technician on a part-time, temporary basis at Grade 3, Step D Step F of the 2009
Full-Time Pay Plan.
