CITY OF SHAKOPEE MEMORANDUM Cf\~. ~ ;~, ~~.~.,.. ~1 >" i~.~.:<; "4~h't0i'.J ~J: ~~ ;~V <1\1 ~~' ~'~ I i'i. .<< ifu", To: Mayor and City Council Mark McNeill, City Administrator From: Brad Eller, Recreation Supervisor Meeting Date: February 17, 2009 Subject: Movies In The Park @ Huber Park- 2009 INTRODUCTION This agenda item seeks Council approval to extend Huber Park hours in order to facilitate six 'Movie In The Park' community events proposed for 2009. BACKGROUND The City of Shakopee collaborated with the Shakopee Downtown Partnership to hold its first 'Movie In The Park' event on Sept. 29, 2007, at Huber Park. The movie was shown on a 16 ft x 9 ft screen on the Huber Park stage (services provided by The Twilight Zone). In 2008, Council approved extending park hours to facilitate the showing of 6 movies at Huber Park on specified dates ranging from May through September. The events were well attended by the public with several hundred people in attendance at each event. SUMMARY Due to the success and positive feedback from previous movie nights, staff would like to continue movie night opportunities in 2009. These events provide quality recreational and social opportunities for families. It also creates a sense of community as people gather on the riverfront at Shakopee's premier park. Proposing six (6) 'Movie In The Park' events in 2009 does come with the same challenge encountered in 2008. During the summer months, sunset is later in the day. This would require a movie to begin later in the evening, which puts the ending time of a movie later than that of park closing hours- 10 pm. The following illustrates 2009 'Movie In The Park' proposed dates, time of sunset, approximate movie starting time (30 min. after sunset), approximate movie ending time (1 hr. 45 min average) and a proposed park closing time (allows 30 minutes for crowds to dissipate): 2009 PROPOSED 'MOVIE IN THE PARK' EVENTS Day/Date Sunset Movie Movie End Time Proposed Park Start Time (approx. 1 hr. 45 min) Closin Time Sat., Ma 16 9:08 m 10:53 m 11 :23 m Sat., June 6 9:27 m 11 :12 m 11:42 m Sat., June 27 9:34 pm 11:19 m 11:49 pm Sat., Jul 25 9:18 m 11 :03 m 11 :33 m Sat., Au .29 8:26 pm 10:15 pm 10:45 pm Sat., Se t. 19 7:47 m 9:32 m 10:02 m As the table illustrates, there is a range of movie end times that would occur throughout the season. These event dates would require authorization to extend the park closing time. Though staff is incorporating a 30 minute cushion for crowds to dissipate in this proposal, it is likely that the process would be completed in less time. Authorization to extend the park closing time is requested subsequent to Sec 14.03 Subd.3 of the City Code. VISIONING RElATIONSHIOP Goal: Active and Healthy Community - A High Quality of Life - B Great Place For Kids To Grow Up - C Strategies: Provide High Quality Services, Increase use of Parks and Recreation, Foster Community Connections, Make Downtown and Riverfront Inviting, Strengthen Small Town Feel. ACTION REQUESTED: If City Council concurs, authorize the extension of the Huber Park hours past 10 pm on the following dates and at the proposed times in order to facilitate six 'Movie In The Park' community events in 2009: Day/Date Sunset Movie Movie End Time Proposed Park Start Time (approx. 1 hr. 45 min) Closing Time allows 30 min.
