CITY OF SHAKOPEE
Memorandum
TO: Mayor and City Council
FROM: Mark McNeill, City Administrator
SUB1ECT: 2009 Goals and Objectives
DATE: February 3, 2009
Comment:
Introduction:
The Council is asked to revise goals and objectives for 2009.
Background:
At the lanuary 20th, City Council meeting, I presented a reformatted two year goals and
objectives. I shown on the attachments, we have separated these into goals which would
be considered "ongoing" -valid of this year and nearly every other year for the City. In
addition, several goals were identified as being specific for 2009.
At that City Council meeting, the Council has asked for input. Cnclr. Joos indicated his
desire to make suggestions for the component - Strengthen Shako pee 's "Small Town"
Feel. It was determined that he would provide suggestions that could be considered by
you when the fi.nal goals specific for 2009 were adopted.
His suggestion included the following:
. Encourage the use of State and local trails for use by snowmobiles, and allow
access to trails via city streets.
Please note that the current City Code has the following language relating to the use of
snowmobiles on city streets:
"A snowmobile may operate upon the most right hand lane of a municipal street or alley and may
in passing or making a left hand turn, operate on other lanes which are used for vehicle traffic in
the same direction only when the snowmobile is traveling directly to or from the residence of the
operator and the nearest lawfully designated snowmobile trail, and only when traveling at a rate
of speed not in excess of fifteen (1S) miles per hour. "
Therefore, it does not appear that anything further needs to be done to comply with
Councilor Joos' desire to allow for snowmobiles to be used on City streets.
Relationship to Visioning:
This supports all of the Visioning Goals A-E.
Recommendation:
I recommend that the modified 2008-2009 goals be adopted with any changes authorized
by Council above.
Action Required:
If the Council concurs, it should, by motion, adopt the revised 2008-2009 goals and
objectives as attached.
