CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: 2009 Goals and Objectives DATE: January 16, 2009 Comment: Introduction: The City Council is asked to discuss and update the City's Goals and Objectives for 2009. Background: As a follow up to the City's Strategic Visioning Process that was adopted in November, 2005, the City Council has subsequently met to determine shorter term-two years--goals and objectives. The reason for the two year duration is that that is the length of time that each five member council is assured of retaining the same membership. Attachment A shows the goals and objectives that were adopted by the current Council in January, 2008. In reviewing these with staff, it is felt that an update or at least a reaffirmation would be appropriate discussion at this time. Obviously, uncertainty on finances will impact many of the Council decision this year; however, as your staff, we feel it is important that the City retain a long term outlook as well. It was noted that many of the strategies and action steps which were adopted in 2008 are items which are not unique to Shakopee or to a single two year period of time, and should be seen as ongoing goals. For that reason, I have separated out those ongoing strategies and action steps, and placed them on one page of Attachment B, and further identified those that should be considered specific to the year 2009. (Note that some action steps have been accomplished, and therefore deleted from reference). At its meeting of January 20, the City Council should discuss these goals and objectives, and give direction as to whether it wishes to adopt the changes as suggested, modify them, or go a different direction. Relationship to Visioning: This supports all Goal and Objectives ofthe Strategic Visioning Process. Recommendation: I recommend that the Council discuss, and either adopt or modify the attached draft Goals and Objectives. Maintain Fund Balances . Maintain Moderate Debt Levels . Maintain a Stable City Tax Burden Determine and Publics Expectation of Service Levels . Determine staffing requirements based on services to be provided and public expectations of service levels . Implement use of technology and productivity improvements as warranted . Train, hire, and to the extent possible, retain quality employees Make the Downtown & Riverfront Inviting . Partner with the Downtown Partnership and Other Groups in the community to attract and retain a variety of business to First A venue/Downtown Continue the Implementation of the Visioning Initiative Process . Keep the Visioning Initiative in Front of the Public . Use Goals & Strengths in Decision Making Processes . Do Periodic Public Review of Initiative . Ensure the committees and commissions are vested in the City's goals and strengths; use them during decision making. Ma.ke the Community a Welcoming Place to Live and Work . W OTk with Tribe to explore ways to partner on the provision of services where possible. 2009 -SPECIFIC GOALS AND OBJECTIVES Specifically for 2009, the following goals and strategies shall be pursued: Ensure the City's Financial Health; Determine and Provide High Quality Cost Effective Services . Prioritize core services . Determine additional funding sources to increase the Park Reserve Fund . Determine services to be provided in 2009, as allowed by budget Make the Downtown and Riverfront Inviting . In view of the proposed 2010 CR101 reconstruction project, Council should determine the future of the First Avenue CorridoT, factoring in local and Tegional traffic demands, land use Tealities, and accesses to existing and futUTe properties Continue the Implementation of the Visioning Initiative Process . Review progress annually Reprioritize Projects and Staff Resources . Establish work plan for major transportation projects --TH41 River Crossing, US 169-CR69; TH13-CR17; CR101 . Expand SPUC-City cooperative ventures . Expand School District-City cooperative ventures Determine Staffing for Natural Resources Activity . Implement Green Standards as projects are completed to establish long -erm benefits and savings for projects and City Facilities Foster Community Connections . Increase transit usage . Periodically update the UTMP Plan for its future fOT both Shakopee and its partners in transit in Scott County . Initiate a welcoming package to the City Establish and Expand Relationships with SMSC . Meet with BIA and SMSC to review impacts and opportunities for land owned by the Tribe within Shakopee for which Trust status has been applied
