CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: 2009 Federal Stimulus Projects Discussion DATE: January 16, 2009 Comment: Introduction: The City Council is asked to discuss whether it wishes to continue with the application process for Federal Stimulus projects that have been submitted by City staff. Background: The attached memorandum from Public Works Director Bruce Loney describes three projects that we feel would qualify for the Federal Stimulus Program, as we understand it at this time. They were submitted in response to a request from MnDOT for "shelf ready plans" . Recently, I was contacted by Councilor Joos, who stated some philosophical concerns about participation in the Federal Stimulus Program. He asked that the Council discuss the concept, and whether Shakopee should continue seeking Federal funding. For that reason, we have placed this on the agenda of January 20th. As an aside, it has been to staff reported that Minnesota can expect about $800 million in these Federal Stimulus dollars, and we expect that the greatest majority ofthat will go to State projects. $125 million would go for Transit (probably the Central Light Rail Corridor). For highway projects, US 610 and the reconstruction of the intersection of US 169/494 are the two projects identified as being most likely candidates for funding. Most of the remaining funding would go to county highway proj ects. City proj ects would get whatever remains. It should be noted that none of the three submitted City projects have been approved for participation; the City could choose not to participate if any of the projects were selected in the future. Relationship to Visioning: This supports Goal E, "Financially Strong". . Recommendation: The Council should discuss as appropriate. Action Required: The Council should give direction as to whether it wishes to continue to pursue the Federal Stimulus Program with these three projects that have been submitted. Previously, we were sent an e-mail asking Cities to submit potential projects that could be done in the early part of 2009. The proj ects submitted by staff and those that would qualify for the Federal Stimulus qualifications were as follows: . Fuller Street Pedestrian Bridge and Trail . Quarry Lake Pedestrian Bridge and Trail over T.H. 169 . Bituminous Overlays My understanding with the Federal projects submitted, 100% of the construction would be paid by Federal Funds. Engineering and right-of-way costs would still be the City's responsibility. I understand that you have been contacted by a Council member inquiring on whether we should accept Federal Stimulus Package money or not. It is my understanding that the City could still decline the funding if a project is approved for Federal funding. A discussion on whether or not the Council would like to accept this funding before we might be selected would be appropriate in my opinion. The two pedestrian bridges over TH 169 have in the past been submitted for federal funding under the safety category. The other project for consideration is the City's 2009 overlay project on Municipal State Aid roadway covering 2 miles of roadway.
