CITY OF SHAKO PEE Memorandum TO: Mayor & City Council C T ,,\1: !'": Mark McNeill, City Administrator " FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: 2009 Street Reconstruction, Project, No. 2009-2 DATE: January 20, 2009 INTRODUCTION: Attached is Resolution No. 6865, a resolution receiving a report and calling for a hearing on the 2009 Street Reconstruction Project, Project No. 2009-2. BACKGROUND: On October 21, 2008, the City Council ordered the preparation of a feasibility report to analyze the reconstruction of various streets throughout the City by Resolution No. 6826. This report has been completed and is attached for Council review. The purpose of the feasibility report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any improvements that are needed. The feasibility report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for February 17, 2009. The approval of Resolution No. 6865 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the feasibility report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the February 17, 2009 public hearing on the feasibility report to the public and the City Council. ALTERNATIVES: 1. Adopt Resolution No. 6865. This action will receive the feasibility report and set the date for the public hearing for February 17,2009. 2. Deny Resolution No. 6865. This action will halt the project until such time that City Council reconsiders the resolution. 3. Move to receive the feasibility report but do not set a date for the public hearing at this time. This action will place the project on hold until such time as the City Council sets a date for the public hearing. 4. Table Resolution No. 6865 to allow time for staff to prepare additional information and/or revise the feasibility report as directed by the City Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The Council will consider the 2009 Street Reconstruction Project and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvement for the 2009 Street Reconstruction of $1 ,595,900.00. 2. A public hearing shall be held on such proposed improvements on the 17th day of February, 2009, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. The work of this project is hereby designated as part of the 2009-2 Public Improvement Project. Adopted in session of the City Council of the City of Shakopee, Minnesota, held this day of ,2009. I The costs for the proposed improvements are $994,300.00 for the street improvements, $81,900.00 for the storm sewer improvements, $276,500.00 for the watermain I improvements, and $243,200.00 for the sanitary sewer improvements. The total project cost is $1,595,900.00. Clay Street - Shakopee A venue to One Block South of 10 Avenue I This project is included in the City's 2009 Capital Improvement Program. I 2. SCOPE I This report will determine the feasibility and cost effectiveness of reconstructing the above..;mentioned streets. All existing infrastructure elements (street, utilities, I etc.) within the project-area were evaluated as part of this report. The report will provide a description of the proposed improvements, an itemized I cost estimate, a cost apportionment and a preliminary assessment roll. I 3. BACKGROUND The streets and utilities were constructed in the 1960's and early 1970's. I Improvements to the streets have since been limited to patching and seal coating. I The existing pavements are deteriorated to the point where they require more than normal maintenance. There are many transverse and longitudinal cracks, large areas of patching, severe crown problems, and curb and gutter deficiencies. I 4. EXISTING CONDITIONS I The existing conditions are identified in drawings 1 through 3 in the Appendix. I Spencer Street is 45 feet wide within the project limits. Based on as-built records, the street and utilities were constructed in 1965. The watermain is 6-inch cast iron. The sanitary sewer is 8-inch clay pipe in poor condition. There is no storm I sewer or sidewalks located on Spencer Street within the project limits. Based on as-builts, Pierce I Street was constructed in 1966. The watermain is 6-inch cast iron the entire length of the street. The sanitary sewer is 8-inch clay pipe in poor condition. The storm sewer is RCP in fair condition. There is no sidewalk located on Pierce I Street within the project limits. Clay Street, north of 10th Avenue is 45 feet wide within the project limits. Based I on as-builts, the street was constructed in 1971. The watermain is 6-inch cast iron the entire length of the street. The sanitary sewer is 8-inch clay pipe in poor condition. There is no storm sewer or sidewalks located on Clay Street within the I project limits. I Clay Street, south of lOth Avenue is 30 feet wide within the project limits. Based on as-builts, the street was constructed in 1974 over existing utilities. The watermain is 6-inch cast iron the entire length of the street. The sanitary sewer is I 8-inch clay pipe in good condition. There is no storm sewer or sidewalks located on Clay Street within the project limits. I Shakopee A venue is 45 feet wide within the project limits. As-builts could not be located. It is believed the street and utilities were constructed between 1966 and 1971. The watermain is 6-inch cast iron. The sanitary sewer is 8-inch clay pipe in I poor condition. There is storm sewer at the intersection of Shakopee A venue and Pierce Street. There is no sidewalk on Shakopee Avenue within the project limits. I 5. PROPOSED IMPROVEMENTS I The proposed area of improvements is identified in drawing 4 in the Appendix. The proposed improvements are as follows: I 5.1 Street I Clay Street, north of 10th Avenue, Shakopee A venue and Pierce Street are considered residential streets and are proposed to be reconstructed to a 7- I ton design at a width of 37 feet. Reducing the street width has the following benefits: I 1) Reduced hard surface 2) Reduction in runoff 3) Increased green space I 4) Lower maintenance cost 5) Reduction in construction cost 6) Reduced speeds through a residential neighborhood I Feasibility Report I 2009 Street Reconstruction City of Shakopee, MN City Project No: 2009-2 -Page 2 - I I 7) Allows for flexibility to adjust street grades to fix drainage I problems 8) Less impact to existing boulevard trees I A 37-foot roadway allows for parking on both sides ofthe street. Clay Street, south of 10th A venue is a dead end route and takes very little I traffic. Only the bituminous will be removed and replaced. Spencer Street is a State Aid Route and will be constructed to a 9-ton design at a width of 45-feet. Construction of a sidewalk may require the street width to be I reduced to 43-feet. I The total estimated project cost for the proposed street improvements is $994,300.00. 5.2 Storm Sewer I The proposed storm sewer improvements are identified in Drawing No.5 I in the Appendix. The proposed storm sewer improvements consist of replacing existing I structures and adding additional storm sewer, if required in the project area. I The total estimated project cost for the proposed storm sewer improvements is $81,900.00. I 5.3 Watermain The proposed watermain improvements are identified in Drawing No.6 in I the Appendix. The proposed watermain improvements consist of replacing the watermain I and water services within the project area except on Clay Street, south of 10th Avenue. The new watermain will be 6-inch Ductile Iron Pipe. I The total estimated project cost for the proposed watermain improvements is $276,500.00. I 5.4 Sanitary Sewer I The proposed sanitary sewer improvements are identified in Drawing No. 7 in the Appendix. I Feasibility Report I 2009 Street Reconstruction City of Shakopee, MN City Project No: 2009-2 -Page 3 - I I The proposed sanitary sewer improvements consist of replacing sanitary I sewer main line and services within the project area except on Clay Street, south of 10th A venue. The sanitary sewer lines will be replaced with 8-inch PVC pipe. Services will be replaced with 4-inch or 6-inch PVC pipe from I the main line to 10 feet inside of the Right of Way. The total estimated project cost for the sanitary sewer improvements is I $243,200.00. 5.5 Sidewalks I At the November 25,2008 City Council work shop, Council directed staff to look at constructing sidewalks on Spencer Street between Shakopee I A venue and 10th A venue. The proposed sidewalks are shown on Drawing No.8, constructing a 5-foot concrete sidewalk on the west side of Spencer I Street would require the removal of all bushes within City right-of-way at 324 Shakopee Avenue. If sidewalk is constructed on the west side of Spencer Street, staff would look at different design options for increasing I the boulevard area including narrowing the street and/or shifting the street to the east. The construction of a 5-foot concrete sidewalk on the east side of Spencer Street would require the removal of three boulevard trees I located at 406 Shakopee A venue. If sidewalk is constructed on the east side of Spencer Street, vehicles that would block the sidewalk will not be allowed to park in the driveway located at 406 Shakopee Avenue. The I cost of constructing the sidewalks on Spencer Street is approximately $30,000.00. I 5.6 Easements It is not anticipated that easement acquisition will be required for this I project. 6. SPECIAL ASSESSMENTS I 6.1 Street I 30% of the project costs for the street improvements are proposed to be assessed on a per lot basis to benefiting properties. Corner lots that only I have improvements made to one street will be considered a half lot. A corner lot is defined as a lot of record with two sides adjacent to existing City streets. The remaining 70% of the street costs will be funded by the I City through general tax levy and the State Aid Fund. The estimated assessment rate for the remaining project area is $4,995.00 per lot. I A preliminary assessment roll is included in the Appendix. I 6.2 Storm Sewer The General Storm Sewer Fund will fund 100% of the storm sewer I improvements. 6.3 Watermain I Shakopee Public Utilities will fund 100% of the watermain improvements. I 6.4 Sanitary Sewer I The Sanitary Sewer Enterprise Fund will fund 100% of the sanitary sewer improvements. I Actual Assessments will be based on the final project costs and apportionments. I 7. ESTIMATED COSTS An itemized cost estimate is included in the Appendix. The following costs were I prepared using 2008 construction costs and are subject to change, depending on the final design of the project, bids received, and actual work performed. Bituminous prices could be between $45.00 and $85.00 per ton and could have a I significant impact to the cost of the project. The numbers in this report estimate bituminous prices at $65.00 and $70.00 per ton. A summary of the estimated construction costs plus a 5% contingency and engineering and administration I costs for the project are as follows: Street Improvements $ 994,300.00 I Storm Sewer Improvements $ 81,900.00 Watermain Improvements $ 276,500.00 I Sanitary Sewer Improvements $ 243.200.00 TOTAL PROJECT COST $1,595,900.00 I 8.
