SUBJECT: Approval of Plans for Fuller Street Trail Extension,
Project No. 2009-1

INTRODUCTION:
This item is to adopt Resolution No. 6863, a resolution approving the plans and specifications for the
Fuller Street Trail Extension Project No. 2009-1, in order for the plans to be submitted to the State
Aid office for approval and for the project to ultimately be sent out for bids.
BACKGROUND:
Previously, City Council directed staff to design a connecting trail, from Vierling Drive to the
existing trail connection at Appaloosa Lane on the east side of Fuller Street. Previously, the City
Council authorized extension agreements with WSB & Associates, Inc. to provide design engineering
services for the trail plans and bridge design needed for the trail connection along Fuller Street.
Plans have been prepared and plan sheets are attached for Council review and approval. Associated
with this project design for the bituminous trail, is a street lighting design with Shakopee Public
Utilities. Street lights, per City Policy, were installed along Fuller Street from 17th A venue to the
south end of the Fuller Street bridge crossing over T.H. 169. Additional street lights will be needed
to meet the Street Lighting Policy, from Vierling Drive to the north end of the Fuller Street bridge.
Shakopee Public Utilities is estimating approximately $10,000.00 for additional street lighting in this
area.
Staff also did investigate, with the consultant, installation of street lighting similar to the pedestrian
bridges along C.R. 79 and C.R. 17. With this bridge design, staff is utilizing the existing bridge and
installing a higher rail and j-barrier in order to provide a safe trail crossing. C.R. 79 and C.R. 17
pedestrian trail crossings had separate pedestrian bridges and additional lights were added to those
bridges.
Staff is proposing on the Fuller Street bridge to install similar fixtures that are on the C.R. 79 and
C.R. 17 bridges on the north and south end of the bridge. A third light could be added in the middle
ofthe bridge similar to C.R. 79 & C.R. 17 bridges, however, this would require repouring of the deck
and additional reinforcement in order to provide for the necessary structure for a light pedestal. The
estimated cost for this light would be approximately $10,000.00. Each light on either end of the
bridge, staff would estimate approximately $5,000.00 per light. The total cost of lighting on or near
the ends of the bridge is approximately $20,000.00
At this time staff would propose to place a decorative street light similar to the light on C.R. 79 and
C.R. 17 at the north end and south end of the bridge. A third light in the center of the bridge could be
added for an approximate cost of $10,000.00, including the street light. Staff would be asking
Council for final direction on the plans for the street lighting desired which could affect the final
bridge design.
The basic design for the trail along Fuller Street is to construct a concrete curb & gutter urban section
on the east side with an approximate five-foot boulevard for the eight-foot trail to be placed along
Fuller Street, from Vierling Drive to the south end of the Fuller Street bridge over T.H. 169. Staff
would make a presentation on the overall design and would ask Council for direction on the number
of street lights on the Fuller Street bridge and along Fuller Street for a pedestrian trail.
ALTERNATIVES:
1. Adopt Resolution No. 6863, A Resolution Approving Plans and Specifications for the Fuller
Street Trail Extension, Project No. 2009-1.
2. Do no approve Resolution No. 6863 at this time.
3. Provide direction on the number of street lights along Fuller Street and Fuller Street bridge.
4. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No.1, with Council providing final direction on number of lights
desired on the Fuller Street bridge for the pedestrian trail crossing.
ACTION REOUESTED:
1. Offer Resolution No. 6863, A Resolution Approving Plans and Specifications for the Fuller
Street Trail Extension, Project No. 2009-1 and move its adoption.
2. Provide direction on the number of street lights along Fuller Street and Fuller Street bridge.

For The Fuller Street Trail Extension
Project No. 2009-1
WHEREAS, pursuant to a motion adopted by City Council on July 1,2008, Bruce Loney,
Public Works Director has prepared plans and specifications for improvements for the Fuller Street
Trail Extension Project by grading, concrete curb & gutter, bituminous pavement, bituminous trail,
street lighting and any appurtenant work, and has presented such plans and specifications to the
Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
of the City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.

Description:
Extension of the existing bituminous trail located on Fuller Street south of
Highway 169 north to Vierling Drive. This project includes improvements to the
bridge over Highway 169.

Other Comments:
Staff will apply for a safe routes to school grant. The City could qualify for up to
$175,000. The $14,000 assessment is an escrow the City is holding from the
Orchard Park Development.
