SUBJECT: Adoption of 2009 Pay Plans for Non-Union Employees

Introduction
The City Council is asked to adopt the 2009 pay plans for the City's non-union employees.
Background
For many years, the City has provided its employees with an annual cost of living wage increase
equaling three percent. When the City began its 2009 budgeting process this past summer it
appeared that a three percent increase would once again be reasonable. However, economic
circumstances have clearly changed in recent months and they appear unlikely to improve, or
even stabilize, anytime soon.
A reduction of 4.75 staff positions was needed in order to balance the City's 2009 operating
budget and signs point to the budgeting process for 2010 being even more difficult.
Additionally, with the rising foreclosure rate, the City may see a reduction of the property taxes
that it can actually collect in 2009. The projected budget shortfall facing the State also has the
potential to negatively impact the City's financial situation.
As a result of these changing circumstances, we are recommending that the Council scale back
the traditional cost ofliving adjustment for full-time non-union employees to two percent for
2009, and that the pay plans for part-time, temporary and seasonal employees, firefighters and
elected officials remain unchanged for 2009.
The vast majority of other metro-area cities appear to be staying with three percent increases in
2009. However, many of those increases are the result of multi-year labor contracts entered into
before the full extent of the current economic downturn was known. And outside the public
sector, wage freezes or cuts and in many cases, layoffs, appear to be the norm.
Given the overall picture at this time, we believe a 2 percent cost ofliving adjustment for 2009 is
a reasonable compromise. It reflects the fact that the upcoming year will not be "business as
usual" and puts the City in a slightly better starting position for the challenges of 201 O. At the
same time, it reflects the City's need to keep a long-term focus. If our wages fall notably behind
those offered by other cities, we are likely to pay more later in order to catch up or experience
difficulty attracting and retaining qualified individuals to serve the residents of this City.
Recommendation
It is recommended that the City Council authorize a 2 percent cost ofliving increase for full-
time, non-union employees and that the existing pay plans for part-time, temporary and seasonal
employees, firefighters and elected officials be extended through 2009 with no changes.
Budget Impact
A two-percent wage increase for all full-time employees is estimated to cost $190,000 in 2009.
The non-union employees that are the subject of this particular action make up approximately
half of the City's full-time employees. This amount can be accommodated within the 2009
operating budget scheduled for adoption earlier on the agenda.
Relationship to Vision
This agenda item is related to Goal E: Financially Strong and Goal D: Vibrant, Resilient and
Stable.
Requested Action
If the Council concurs, it should offer ...
Resolution No. 6855, a resolution adopting the 2009 Pay Plan for Elected Officials and
Certain Non-Union Employees of the City of Shakopee; and
Resolution No. 6856, a resolution adopting the 2009 Pay Plan for Part-Time, Temporary
and Seasonal Employees of the City of Shakopee; and
Resolution No. 6861, a resolution adopting the 2009 Pay Plan for Part-Time Employees
of the Shakopee Fire Department;
and move their adoption.
RESOLUTION No. 6855
A RESOLUTION ADOPTING THE 2009 PAY PLAN FOR THE ELECTED OFFICIALS
AND CERTAIN NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City
Treasury from and after January 1, 2009 payable to the duly appointed non-union employees of
the City of Shakopee, in accordance with the attached 2009 Pay Plan, with an effective date of
January 1, 2009.
BE IT FURTHER RESOLVED, that the salary for the position of Mayor shall be
$654.50 per month and the salary for the position of City Councilor shall be $559.58 per month.
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are
hereby repealed and terminated effective January 1, 2009.
Adopted in adjourned regular session of the City Council of the City of Shako pee,
Minnesota, held this 16th day of December, 2008.
