Cox, City Clerk SUBJECT: Taxicab License Renewals DATE: December 12,2008 INTRODUCTION: The City Council is asked to consider the renewal of taxicab licenses for 2009. BACKGROUND: Oscar Salas dba Shakopee Taxi and Timothy R. Dressen Jr. dba TNT Taxi are applying for renewal of their taxicab licenses for one and two vehicles, respectively. The applications are in order with the exception of the vehicle inspection reports. City Code Section 6.22, Subd. 18 requires the inspection of vehicles by an inspection service every 180 days. Minnesota Department of Transportation requires an inspection of commercial vehicles once a year. Mr. Sales' vehicle was inspected on June 4, 2008, when he purchased a new vehicle. Mr. Dressen's vehicles were inspected on April 12 and 25,2008 when he first became licensed. Since DOT requires an inspection only once a year, Mr. Dressen has asked if the city would change their City Code to coincide with DOT and require vehicle inspections only once a year. If Council agrees with the request, staff has prepared Ordinance No. 811 amending the City Code to do so. I have checked with the Police Department and they advised that they are unaware of any reason that the licenses should not be renewed. (Pursuant to the City Code, the City Clerk will be issuing the taxicab driver's licenses to qualifying applicants upon their compliance with the requirements for obtaining such a license.) RECOMMENDED ACTION: 1. Offer Ordinance No. 811, Fourth Series, An Ordinance Amending Chapter 6.22, Subd. 18, Relating to Taxicab Vehicle Inspections, and move its adoption. 2. Approve the applications and grant a Taxicab License to Oscar Salas dba Shakopee Taxi for one vehicle and to Timothy R. Dressen Jr. dba TNT Taxi for two vehicles. ORDINANCE NO. 811, FOURTH SERIES AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA, AMENDING CHAPTER 6.22, SUED. 18, RELATING TO TAXICAB VEHICLE INSPECTIONS THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, ORDAINS: Section 1. That City Code Chapter 6, Other Business Regulations and Licensing, Section 6.22, Taxicabs and Drivers, Subd. 18, Vehicle Inspection, is hereby amended by adding the language that is underlined and deleting the language that is struck through. City Code Sec. 6.22. Taxicabs and Drivers Subd. 18. Vehicle Inspection. Prior to use and operation of any vehicle under the provisions of this Section said vehicle shall be thoroughly examined and inspected by an inspection service authorized by the Police Department. Subsequent inspections will be required not less than once every -l-W 365 days. The intent of such inspection is to insure compliance with all applicable safety requirements of the State of Minnesota and any rules established by this Code or the Police Department. Section 2. Effective Date. This ordinance becomes effective from and after its passage and publication. Adopted in adjourned regular session of the City Council of the City of Shakopee, Minnesota, held this 16th day of December, 2008.
