Introduction
The City Council is asked to authorize the Police Chiefto extend the full-time status ofthe Police
Department's Community Service Officers as needed, so long as they remain within budgeted funds.
Background
The Police Department's 2008 and 2009 operating budgets include funding for 120 hours per week of
Community Service Officer work. These hours have traditionally been filled by four CSOs, each
working 30 hrs per week.
In May ofthis year, one of our four CSOs was appointed to a vacant Records Technician position. At
that time Council authorized the remaining three CSOs to be appointed to full-time status through
December 31, 2008. Weare currently in the process of interviewing candidates for the CSO position,
but do not expect to have anyone hired and on board until at least February. In the meantime, one of
the remaining three CSOs resigned in October, leaving us with just two CSOs.
In order to meet its workload demands, the Police Department is seeking authorization to extend the
full-time status of our two current CSOs indefinitely, with the understanding that the total number of
CSO hours worked will not exceed the budgeted 120 per week. Depending on the quality ofthe
candidates in our current interview process, the Police Department may seek authorization to hire two,
in which case the status of our current CSOs would revert back to % time, or they may seek to hire just
one and leave the CSOs at full-time status.
Budget Impact
The 2008 and 2009 Police Department budgets contain funding for 120 hours per week of CSO time.
Therefore the Department can afford either three individuals working full-time or four individuals
working % time.
Recommendation
Staff recommends that Council authorize the Police Chief to extend the full-time status ofthe City's
Community Service Officers as needed, so long as the total hours of CSO time per week do not exceed
120.
Requested Action
If Council concurs, it should offer a motion to authorize the Police Chief to extend the full-time status
of the City's Community Service Officers as needed, so long as the total hours ofCSO time per week
do not exceed 120.
