SUBJECT: Declaring the grant award in an amount of$1,832.00 from The National
Trust for Historic Preservation to the City of Shakopee for use relative to
the preservation efforts of the Buch Residence.
MEETING DATE: December 16, 2008
INTRODUCTION:
The National Trust for Historic Preservation has infonned the City that we were rewarded with a $1,832.00
grant from the Virginia Sweatt Preservation Fund for Minnesota, pending approval of a consultant to assist in
preservation ofthe Buch Residence, located at 227 Fourth Avenue West. The purpose for this grant from
staffs perspective is to pay the costs of developing a plan for the relocation of the Buch House. which costs
are currently being borne in the fonn of substantial City staff time. There is a local match requirement. and
staff is of the understanding that the local match will come from remaining Celebrate MN 150th funds rather
than City funds. ill the event this is the case. staff's intent would be to notify the grantor that the City would
not accept the grant.
ill the event that the Council approves the grant award, in part based on the notion that celebration of historic
preservation will increase interests in and visits to the community, City staffwill work with the National
Trust for Historic Preservation and the Preservation Alliance of Minnesota on the selection of a consultant.
ill compliance with Resolution No. 5794, which specifies that cash donations of over $1,000.00 be accepted
by resolution of the City Council, this resolution is being offered for the Council's consideration.
ALTERNATIVES:
1. Adopt Resolution No. 6848, a resolution approving a $1,832.00 grant from the Virginia
Sweatt Preservation Fund for Minnesota for use relative to the preservation efforts of the
Buch Residence on the condition that the matching requirement be met with Celebrate MN
150th funds. and that if those funds are not available. then the grantor will be notified that the
City will not be accepting the grant..
2. Adopt Resolution No. 6848, with modifications.
3. Table for additional information.
STAFF RECOMMENDATION:
Staff recommends Alternative 1; adopt Resolution No. 6848, a resolution approving a $1,832.00
grant from the Virginia Sweatt Preservation Fund for Minnesota for use relative to the
preservation efforts of the Buch Residence.

RESOLUTION NO. 6848
A RESOLUTION OF THE CITY OF SHAKOPEE ACCEPTING A $1,832.00 GRANT FROM THE
VIRGINIA SWEATT PRESERVATION FUND OF MINNESOTA TO USE RELATIVE TO THE
PRESERVATION EFFORTS OF THE BUCH RESIDENCE
WHEREAS, On November 6, 2002, the City Council adopted Resolution No. 5794, which
established procedure relating to the receipt of gifts and donations by the City; and
WHEREAS, Resolution No. 5794 specifies that cash donations of over $1,000.00 shall be accepted
by resolution of the City Council, and shall require a two-thirds majority ofthe Council for acceptance; and
WHEREAS, The Virginia Sweatt Preservation Fund of Minnesota has awarded a grant in the
amount of$1,832.00 to the City of Shakopee for use relative to the preservation efforts of the Buch
Residence, located at 227 Fourth Avenue West; and
WHEREAS, such a donation will enhance the history and overall quality of life in
Shakopee;and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA, that Virginia Sweatt Preservation Fund of Minnesota grant in the amount of
$1,832.00 be gratefully accepted; and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that City staff is directed to send a letter to the National Trust for Historic Preservation, on
behalf of the Virginia Sweatt Preservation Fund for Minnesota, acknowledging receipt ofthe gift and
expressing the appreciation of the City Council.
Adopted in session of the City Council of the City of Shakopee, Minnesota, held the

Congratulations! The National Trust for Historic Preservation is pleased to inform you that the
Shakopee Historic Preservation Advisory Commission aPl'lication for a grant from the Virginia
Sweatt Preservation Fund for Minnesota has been tentatively approved, pending National Trust
approval of a consultant for the project. We have allocated $1,832.00 to match local funds to
support the costs for the hiring of a consultant to faci1it~te the preservation of the Buch
Residence.
Once we have approved your selected consultant, we will send you a final contract outlining the
terms of the grant, which you must sign and return to our office. We know that you have been
working closely with Erin Hanafin Berg, Field Representative for the Preservation Alliance of
Minnesota. We encourage you to continue working with her as you develop an RFP, select the
consultant, work with the community, and promote the findings. of the study. Erin represents the
programs of the Midwest Office of the National Trust for Historic Preservation through our
Partners in the Field program, and she will be an excellent resource for you on this project. If
