INTRODUCTION
The City Council is asked to consider adopting the attached
ordinance setting fees for licenses, permits, services, and
documents for 2009.
BACKGROUND
Prior to the end of each year, the City Council adopts a fee
schedule by ordinance for the ensuing year. The fee ordinance
includes the fees for all licenses and permits issued within the
City of Shakopee. Department heads have been asked to re-examine
their fees and make appropriate recommendations for adjustments to
the City Council. A summary of those recommendations follows.
In the proposed ordinance, the stricken language is deleted
and the underlined language is inserted.
City Clerk Division - is recommended that the fee for a
currency exchange license review be increased from $45 to $50,
page 1. Also recommended is increasing the fee for the release of
a Developer's Agreement or Escrow and Payment Agreement from $25
to $30, page 3.
Building Department - clarifies that there is no permi t or
fee required for annual testing R.P.Z. Repair - page 4. There is
an addition identifying authority for erosion control escrow -
page 7. See additions regarding reroofing permits and appeal fees
- pages 7 and 8. The Metro SAC Charge is being increased from
$l,825/unit to $2,OOO/unit. This is passed on to the Metropolitan
Council - page 8.
Finance Department - recommends increasing the VIP connection
fee for properties benefited by the VIP interceptor that were both
inside and outside the city limits when it was assessed - page 8.

deleted since all employees are now on direct deposit - page 3.
Sewer Service Charges are adjusted per recent Council direction -
page 18.
Fire Prevention - recommends fire protection equipment plan
review fees, re-inspection fees and additional plan reviews be
increased and supplies used for emergency responses is added, as
noted on pages 9-11.
Police Department - recommends increasing the hourly rate for
contracted police services from $60.00 to $65.00 - page 11.
Public Works - recommends a 7% increase in equipment rentals
for certain vehicles as noted on page 12. The fee for posts and
stakes within conservation easements, wetland easements and park
and open space areas is clarified on page 12.
Planning Department - recommends fee increases as noted on
pages 13-15.
Engineering Department - it is recommended that the trunk
storm water charge be increased 4/5ths of one cent and the trunk
storm water storage and treatment charges be increased as outlined
on pages 16 and 17. Trunk sanitary sewer charges are being
increased from $1,958 to $2,099 per acre for new developments -
page 17. Permits to work in the public right-of-ways are being
increased as outlined on page 18. The lateral sanitary sewer
connection charge for CSAH 83 is increased from $1,212.94 to
$1,300 per SAC unit - page 18. The fee for flood plain
verification is increased from $30 to $35 and the fee for a street
index map is increased from $6 to $7 - page 19.
Park and Recreation - On October 21, 2008, City Council
approved the recommended Park & Recreation 2009 Fee Schedule and
directed staff to include the approved fee schedule into the
City's fee schedule to be adopted in December, 2008 - pages 20-24.

ORDINANCE NO. 810, FOURTH SERIES
AN ORDINANCE SETTING FEES FOR
CITY LICENSES, PERMITS, SERVICES AND DOCUMENTS
WHEREAS, by Ordinance No. 788, the City Council established a fee schedule
effective January 1, 2008; and
WHEREAS, amendments to the fee schedule were subsequently made with the
adoption of Ordinance Numbers 794, 795, and 803; and
WHEREAS, the City Council has determined that adjustments to those fees are
reasonable and appropriate.
NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of
Shakopee, Minnesota, that the Fee Schedule dated January 1, 2009, a copy of which is on
file in the office of the City Clerk, is hereby approved and adopted in its entirety.
BE IT FURTHER ORDAINED, that the Fee Schedule shall become effective on
January 1,2009, unless indicated otherwise therein, and Ordinance Numbers 788, 794,
795, and 803 and all other ordinances and resolutions inconsistent herewith shall be
repealed effective January 1, 2009.
Adopted in Regular Session of the City Council of the City of Shakopee,

Notes for the Fee Schedule
Administrative Costs - Actions requiring payment for administrative costs may be billed to the applicant. Administrative costs may
include but are not limited to the following: staff time, (including regular City employees and contracted employees), publishing
costs, copying, printing and mailing. The actual hourly rates of the employees will be used plus a multiplier of 2.0 times for benefits.
Administrative costs will accrue after the first meeting with the applicant.
Any escrows received by the City shall be monitored to ensure sufficient escrow funds are held by the City. Whena an escrow
account reaches a balance of 10% of the original escrow amount, the City shall invoice the applicant for the submittal of additional
escrow funds in an amount consistent with the original escrow submittal. This process shall continue until the City has completed all
necessary reviews.

A. Private Developments
The development fees for private developments apply in situations where private developers choose to construct the public
improvements, rather than having them constructed by the City. The fees that the City charges in those situations are intended to
reimburse the City for all of the direct and indirect costs incurred by the Public Works Departments to process the development
application, to process and administer the project, to review and approve the plans for the project, and to inspect the construction of
the project. The percentage used for various items are based on the historical costs incurred by the City.
The Developer shall reimburse the City for costs associated with the first bituminous seal coat performed on the bituminous paved
streets within the plat. The costs shall be based on the lastest contract unit prices the City has received plus 3% for next year's
increases and administration costs. The estimated City fee shall be deposited with the City at the time the Developer's Agreement
is signed.
Streets and Utilities
The Development Fees for private developments include a lump sum of 7.5% of the estimated construction costs for the following:
public sanitary sewer, public storm sewer, public street construction, sidewalks, boulevard trees and other appurtenances. Storm
water management reviews will be charged on an hourly basis. The developer shall deposit 2% (minimum of $5,000) to pay for
storm water management reviews.
Watermain
The Development Fees shall also include a lump sum of 4.0% of the estimated construction costs for public water, based on the
following breakdown:

Total 4.00%
Note: Watermain inspection fees are charged separately from the Shakopee Public Utility Commission
Grading Fee - Costs up to $200,000
For grading projects up to $200,000, the Development Fees shall also include a lump sum of 5.5% of the estimated construction

B. Trunk Storm Water Charges
A fee of $.11~ per developable square foot will be charged to all new developments, per the City's Trunk Storm Water Charge
Policy. The term "net developable foot" means the total square footage of a development within the city limits minus the portion of
the development used for public right-of-way, lakes, wetland areas, stormwater ponding easements, and parks.

A fee will be charged to all new developments that utilize regional ponding systems, per the City's Trunk Storm Water Charge
Policy. This fee shall be as follows:

C. Recreation Proaram Fees
Recreation program participants are charged fees to cover costs associated with the program. These fees
are designed to cover the direct cost of the program, including part-time salaries and supplies as well as a
portion of administrative overhead and direct supervisor costs. A small percentage is then added to the
direct program costs to account for non direct program costs. These fees vary depending on the program
type, supplies costs, length of the program, etc. A $5.00 service fee will be charged for changes/class
cancellations prior to the registration deadline. No refunds will be given after the registration deadline.
Sports Association Fees
All City-related sports associations are assessed a fee to fund the administrative support the City
provides to association. This support generally includes promoting the program, processing registrations,
schedulina facilities and activities, and providing assistance in administering the program.
