From: Dave Judd, Acting Fire Chief ... ,jf t~lj Subject: Fire Station 1 Audio Visual Upgrade Date: November 26, 2008 Background: An upgrade of the audiolvisual tools for the Shakopee Fire Station 1 training rooms to meet the current requirements is a $40,000 line item in the FY08 budget. Training in the fire service industry has changed significantly over the years. Fire departments respond and engage in many simultaneous actions at incidents using large numbers of firefighters that are required to have great coordination skills. Much of this coordination needs to be "muscle memory" a procedure based training designed to ensure most actions happen automatically, in the right place at the right time - safely. Excellent computer, video and networked software tools are now used to reinforce this procedure based training and even basic skill development and maintenance. The Shakopee Fire Department routinely uses various computer based software simulators to maintain and build these procedural and basic skills. Also used are standard classroom tools such as PowerPoint and other common software tools along with lectures in standard classroom formats. This type of information is typically conveyed simultaneously, using simulator software on one screen with audio, and scene layout and documentation on a second screen with an instructor using audio and overheads to explain the information. Shakopee Fire Station 51 (now Station 1) was built with Audio, Visual and Computer technology from the mid to late 90's. The software tools used and how they are used have changed significantly and need to be updated to maintain an effective training facility. The upgrades proposed include: PHASE 1 . Replace current prOjector . Replace current projector screen . Incorporate second projector and second screen . Incorporate (1) Smartboard (or equivalent) . Improve overhead sound system . 2 wireless microphone systems . Incorporate touch screen control for DVD, VHS, Projectors, etc... . lighting control PHASE 2 . Lighting control (if not done as part of phase 1) . Podium Microphone or (1) additional wireless microphone system . Audio mixer . Replace overhead/document camera system . Allow conference calls through overhead system . Lock box (or rack) for components (DVD, VHS, etc...) . Camera system to tape training 0 4-camera system (possibly remote controlled) 0 Video switcher 0 DVD record deck PHASE 3 . Smartboard (or equivalent) in second conference room Alternatives: Working with John Peterson, a formal Request for Proposal was assembled and sent out to seven different vendors. We received five responses back and the responses for the RFP are: 1. Tierney Brothers Inc.: Phase 1 - $28,683.88 Phase 2 - $25,210.31 Phase 3 - $7,024.01 TOTAL = $60,918.2* 2. Dascom Systems Group: Phase 1 - $34,012.00 Phase 2 - 26,034.00 Phase 3 - $5,594.00 TOTAL = $65,640* 3. Alpha Video & Audio Inc: Phase 1 - $36,663.69 Phase 2 - $30,617.69 Phase 3 - $7,273.95 TOTAL = $74,555.33* 4. AVI Systems Inc.: Phase 1 - $49,468.00 Phase 2 - $25,267.00 Phase 3 - $5,866.00 .., TOTAL = $84,034.55* (tax and freight were calculated separately in the RFP) 5. EPA Audio Visual Inc.: Phase 1 - $41,851.00 Phase 2 - No bid Phase 3 - No bid * None of the vendors are able to complete electrical work, and it will be the responsibility of the Fire Department to find an electrician and pay for time and/or materials. Recommendation: We recommend the purchase of equipment per the RFP response from Tierney Brothers for all of phase 1, all of phase 3, and the equipment rack and accessories from phase 2 ($1,481) a total of $37,188.89. It is advised in the RFP that installation will take six to eight weeks from receipt of the purchase order. This will likely carry project completion into mid or late January of 2009. Inc. wiH install two Panasonic 3000 lumen WXGA projectors. The image wiH be displayed onto two ceifing recessed electric screens. The viewing surface of the screens measures 92" diagonal and represents a 16:9 aspect ratio to match the projectors native resolution. The existing screen will be removed and retumed to the client. The decision to remove the existing screen was based on the ability to fit two cemng recessed wide fonnat screens into the existing opening. WJth the current screen left in place, a smaller second screen would be required to fit the remaining ceifing space disrupting the aesthetic balance. A SMART Technologies Sympodium will be installed at the podium location. The SMART Sympodium provides two functions. First it serves as the local monitor for the dedicated computer located in the podium. Second it provides annotation capablDty over computer sources via a sty/us similar to a tablet computer. There are many advantages to using a Sympodium versus the traditional wall mounted digital whiteboard. First you eliminate the shadowing caused by the presenter standing in front of the projected image during annotation. Secondly. with a traditional wall mounted board you are limited to the available size of the whiteboard. . The Sympodium uses the projection screen allowing for an image large enough to be seen by participants at the rear of the room. The projection screen can also be mounted higher than the board as it does not require the presenter to be able to reach the top of the board. Audio reinforcement within the room will be accomplished via twelve flush mounted in ceifing speakers evenly distributed throughout the three areas of the room; the center. and the two sides. Separate volume control zones will be configured to allow for independent gain adjustment based on the varying ceiling heights within the room, Two wireless micrOphones will be included for speech reinforcement; one handheld. and one lapel. The microphones will have the ablnty to work simultaneously with one and other. A Crestron control system with a wired 6.4" color touch panel will be installed as the central point of control for the audio video system. The tauch panel will reside at the podium location. The graphic user interface of the touch panel will be customized to include Shokopee Fire Department logos. and will provide buttons to power on and off the projectors. raise and lower the projection screens. adjust volume control in both zones. provide transport controls for the DVD/VCR combo. and allow the user to adjust the existing Lutron lighting system. The existing and proposed equipment will be mounted in the built in cabinet at the front of the room. ~ Speech reinforcement in Phase 2 will be improved by installing a 12" goose neck microphone into the pOdium location. and adding an additional wireless lapel microphone, A POlycom microphone mixer with telephone hybrid and echo cancellation will be added further improving sound quality within the room through DSP settings. oswell as adding audio conferencing functions to the room. An in ceiUng Wolfvision document camero will be installed above the pOdium to display smofl objects/documents at the podium location through the projection system. The Crestron control system will be updated to allow zoom functions available via the touch panel. Four standard definition cameros will be mounted within the room for recording purposes. A Vaddio camero controller will be installed on a shelf at the podium location that will allow the user to control each camero via 0 joystiCk. The controller has 0 smofl preview monitor that will allow the user to preview the image prior to sending it to the recording device. Phose 3 Tierney Brothers, Inc. will install 0 Panasonic 3000 lumen WXGA projector. The image will be displayed onto 0 wall mounted SMART Technologies interactive whiteboard. The SMART Boord measures 94" diagonal, and represents a 16:9 aspect ratio. A wall mounted interface will be instaUed at the front of the room and will contain connec1ions for a single computer input os wells as connections for on accessory composite video device such os 0 DVD/VCR combo. The interface will ofso provide the ability to use 0 local monifor if desired. Audio reinforcement will be accompfished using the projector's intemal speaker. Power on/off, source selection. and volume adjustments will be accomplished using the projector's supplied remote control. We appreciate the opportunity to present this proposal. LCD, etc. have a duplex receptacle fed off of a dedicated 20 amp circuit available for use. Systems containing multiple racks of amplifiers or other equipment may require additional circuits.
