SUBJECT: Authorize Traffic Signing Policy Update Proposal from
WSB & Associates, Inc.

INTRODUCTION:
Attached is a proposal from WSB & Associates, Inc. on a Scope of Services to update the current
transportation signing polices and guidelines at a cost not-to-exceed $2,750.00.
BACKGROUND:
The City of Shakopee completed a Traffic Signing Study in March of 1999 and it has been a
useful document for the past ten years. Some issues have arisen since the passing of that Traffic
Signing Study and the current policies need to be evaluated and updated accordingly. Staff has
asked for a proposal from WSB & Associates, Inc. and Chuck Rickart, our Traffic Engineer, who
did the original Traffic Signing Policy. Mr. Rickart has submitted a proposal to review the
existing Traffic Signing Policy and update the guidelines in order for the City to meet the needs
of its community and justifications for stop sign installations. With this proposal report and
recommendations, as well as a presentation to City Council is part of this Scope of Services.
Staff has money budgeted for transportation improvements in the Engineering Division of the
Public Works Department and sufficient funds do exist to complete this study this year.
In addition to authorizing this proposal, staff would request that Council direct staff to look into
a Traffic Safety Review Committee and bring back a proposal for City Council to consider. In
the past ten years, Engineering staff has essentially been the committee along with our Traffic
Engineer, Chuck Rickart of WSB & Associates, to review petitions and requests from residents.
Many other Cities have a Traffic Safety Review Committee in which members of other
departments such as Police, Administration and perhaps a Council member or citizen is on the
committee to review resident's requests and make recommendations to City Council for ultimate
action. Staff believes by implementing a Traffic Safety Review Committee, many requests from
residents can be dealt with in an informal fashion before formal action by Council.
AL TERNATIVES:
1. Approve a motion authorizing the Traffic Signing Policy update proposal by WSB &
Associates, Inc. at a cost not-to-exceed $2,750.00.
2. Do not authorize the Traffic Signing Policy update proposal.
3. Direct staff to consider a Traffic Safety Review Committee and bring back options to the
City Council to consider.
4. Do not direct staffto consider a Traffic Safety Review Committee.
5. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No.1 and No.3, to update the Traffic Signing Policy and to
consider a Traffic Safety Review Committee to review signage requests.
ACTION REOUESTED:
1. Approve a motion authorizing the Traffic Signing Policy update proposal by WSB &
Associates, Inc. at a cost not-to-exceed $2,750.00.
2. Direct staff to consider a Traffic Safety Review Committee and bring back options to the
City Council to consider.

Dear Mr. Loney:
As you requested, I have prepared a scope of services and estimated cost to update the current
transportation signing policies and guidelines. The current policies and guidelines were prepared as
part of a signing study completed in March of 1999. As we have discussed, several issues have
arose since that time, and the current policies should be evaluated and updated accordingly.
Based on our conversation, I have developed the following scope of services:
Task 1 - Stop Sien Policv Update
WSB will review the existing stop sign policy prepared in 1999 for all-way and two-way stop sign
installation. Updated guidelines will be developed based on previous studies in the City of
Shakopee and adjacent communities as to the need for justification of stop sign installations.
Task 2 - Report / Recommendations
Based on the analysis of the existing stop sign policies and guidelines, an updated signing policies
report will be prepared. This task will also include presentation of the findings to the City Council.
Based on the above scope of services, the cost for each task is as follows:

WSB is available to begin work immediately on this project. It is estimated that the analysis and
draft report can be completed within the next six to eight weeks with a presentation to City Council
in January 2009.
