INTRODUCTION:
In September of this year, the EDA approved a fayade improvement loan for EI Toro. Since that
approval, the owner (through its contractor J.E.!) has requested consideration of an amendment to
that approval. The EDA is asked to direct staff whether to prepare a revised loan agreement to
include either or both of the modifications sought by the applicant.
DISCUSSION:
EI Toro proposes the following revisions to its plans and loan request;
1. Continue the mansard construction and use of "villa" tiles on the south side of the building.
The stated intent is to give the building a more uniform appearance. (See attached letter
dated 11/4/2008).
2. Instead of repairing and painting the existing wood material on the tower portion of the
building, the applicant is requesting approval to use a reverse board and batten steel siding
(red in color as shown on the attachments).
The additional cost for construction ofthe mansard on the fourth side appears to be about $2,240.
The additional cost of the tower siding is $12,000.00. Total cost of the project (minus signs) would
be $51,690.00 as opposed to the original estimate (minus signs) of$33,608.00. The amount of the
original proposed loan was $16,804.00. Ifthe EDA were to approve the amendments, the
maximum amount of the loan would be $25,000.00 (the cap for the program).
ALTERNATIVES:
1. Offer and pass a motion directing staff to prepare a revised loan agreement for fayade
improvements as requested not to exceed $25,000.00 for EI Toro Restaurant at 1120 First
A venue East.
2. Offer and pass a motion directing staff to prepare a loan agreement for one or the other of the
amended fayade improvements for El Toro Restaurant at 1120 First Avenue East.
3. Deny the request for the amended loan request.
4. Table the request for additional information.

DESIGN REVIEW COMMITTEE RECOMMENDATION:
The amended request was not reviewed by the design review committee. Staff believes that the
request to add the additional mansard area on the fourth side of the building is consistent with the
original review by this committee. However, given the intent of the loan fund as expressed by the
EDAC and EDA in the past (i.e. to fund projects which will be architecturally more consistent with
the historic character of the First Avenue corridor), staffs feeling is that the use of board and batten
steel siding is not consistent with the intent of the design standards or the materials standards in
Chapter 11, Zoning..

Offer and pass a motion directing staffto prepare a loan agreement with EI Toro under the Fayade
Improvement Loan Program for fayade improvements as consistent with Council direction

EDA and City of Shakopee,
J.E.I and EI Toro are requesting an amendment of the approved
portion of work in regards to the downtown fa<;ade improvement
program.
The additions that are being requested are the following:
1) Continue the mansard construction and villa tiles on the north
(4th) side of the building, to give the building a complete
uniformed appearance.
2) Instead of repairing and painting the tower portion of the
building, we are amending that the tower is to be repaired and
detailed with 24 gauge reverse board and batten steel siding
(colonial red in color) to accent the villa tiles.
Enclosed in the amendment material will be:
1. Proposals of each change separated and together.
2. Graphic pictures of each change
