DATE: November 13, 2008 Comment: Introduction: The Council has been asked to authorize the closure of certain streets, and authorize parking restrictions in the downtown area on Friday, December 5th, for a parade as part of the Shakopee Downtown Partnership's Holiday Festival. Background: The Shakopee Downtown Partnership is sponsoring a Holiday Festival on December 5th and 6th. As part of that, there will be a bicycle and wagon parade, with participants anticipated to be mostly adults, with some older children. This would be held in the downtown area sometime between 4 PM and 6 PM on Friday, December 5th, The parade would stage in the parking lot of the building that was formerly occupied by Beren's Market and El Burrito Mercado store. The parade route is proposed to be east on the north side of Second Street east to Holmes; north on Holmes to First A venue, east on First A venue to Sommerville, south on Sommerville to Second, and west on Second back to the origination point. Some parking restrictions are anticipated to be needed, and some street accesses would need to be blocked off for a brief period of time. This will be coordinated with the Shakopee Police Department. Recommendation: We recommend that City Council authorize the temporary closure of portions of streets named above, and authorize parking restrictions and street access closures (to be determined). Box 6 Shakopee, MN 55379 November 14,2008 Shakopee City Council 129 S Holmes Street Shakopee,MN 55379 Dear Mayor and Members of the City Council, The Shakopee Downtown Partnership, as part of the 5th Annual Holiday Festival, would like to hold a parade on Friday, December 5th and Saturday, December 6th. We would like the parade to be held just before the tree lighting on Friday evening. It would be a mixture of bicycles and wagons with most of the participants being adults. We would like to ask the City Council to authorize the closure of north 2nd Avenue between Fuller and Sommerville, Holmes Street between 1 st A venue and 2nd A venue, 1st A venue between Holmes Street and Sommerville Street, and Sommerville Street between I st and 2nd A venue for the parade. Also, we would like to request restrict parking on those streets from 4:00 pm until 6:00 pm. The parade itself would be held at 5:30 pm with staging taking place prior at the old Beren's parking lot. With this being the first year and the weather possibly being a factor, we anticipate the parade to last approximately half an hour.
