SUBJECT: Extension of Sharon Proskin's Part-Time Employment

Introduction
The City Council is asked to authorize the continuation of Sharon Proskin's employment as a part-time
Records Specialist with the Police Department.
Background
Sharon Proskin has worked for the City since November of2001. In May of this year she asked to
reduce her hours from the 30 hours per week she was working to 15 hours per week, ending in her
retirement on November 30 of this year. The City Council approved this reduction in hours at their
May 20 meeting. Furthermore, given the City's budget situation and the fact that we had a written
notice from Ms. Proskin of her intent to retire completely on November 30, her original % time
position was not funded in the preliminary 2009 budget.
In recent months another full-time Records Specialist and a Community Service Officer have resigned
their positions, leaving the Police Department short staffed in the records management and customer
service area. Given the process for filling a Civil Service position, it is likely to be early 2009 before
we have these positions filled.
Additionally, Ms. Proskin has expressed an interest in continuing to work 15 hours per week beyond
heroriginally stated retirement date of November 30. Therefore, the Department is seeking Council's
approval to have Ms. Proskin continue working 15 hours per week past the original retirement date of
November 30 and until such time as the full-time Records Specialist position can be filled.
Budget Impact
The cost of Ms. Proskin's wages can be accommodated within the Police Department budget during
the period that the full-time Records Specialist position is vacant.
Relationship to Vision
This is a housekeeping item.
Recommendation
Staff recommends that Council authorize continued part-time employment for Ms. Proskin until such
time as the currently vacant Records Specialist position is filled.
Requested Action:
Ifit concurs, Council is asked to offer a motion to continue Ms. Proskin's employment as a part-time
Records Specialist with the Police Department until such time as the currently vacant full-time Records
Specialist position is filled.
