CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Preliminary Draft Corridor Study on CH 17, from TH 13 to CH 101; and TH 13, from TH 19 to TH 282 DATE: October 21,2008 INTRODUCTION: Attached to this memo is a memorandum and power point handout from Mike Kotila of SEH on the October 21, 2008 City Council presentation. City Council will be updated on the latest changes in the plan and can ask questions and provide feedback on this presentation. BACKGROUND: Scott County has contracted with SEH to perform a corridor study on CH 17, from CH 101 to TH 13; and TH 13, from TH 19 to TH 282. The County and its consultant would like to update the Council as to the plan content since the last meeting on March 12,2008. The corridor study is coming to an end with an open house scheduled for October 28, 2008 at Spring Lake Town Hall and later a follow-up meeting with the Cities of Prior Lake and Shakopee, Spring Lake and Cedar Lake Townships and the Scott County Board. SEH has provided the attached memo on the latest changes and will present their attached power point slide on this study on October 21, 2008. The study area has been broken up into segments and with the Segments B- F in the City of Shakopee. Staff has reviewed the draft study and has the following comments on the plan: . The study does indicate further study and evaluations will be needed for the TH 169 ramps to Vierling Drive and Vierling Drive from CH 17, and CH 17 from Vierling Drive to CH 101. . Segment C, from CH 42 to St. Francis Avenue is programmed for construction in 2013. Several local roads are proposed to be disconnected from CH 17 and cul-de-sac. Emergency vehicles access is being considered for these cul-de-sacs. . CH 42 and CH 17 intersection design could be a traffic control signal, roundabout or an interchange. The interchange design could affect the Wood Duck Trail Access to CH 17. . The proposed right-of-way width is 200 feet and may affect several lots along CH 17 and Valley Creek Crossing. . Supporting local roads are vital for local properties to access the limited access of future CH 17. Many of these local roads mayor may not be in place by 2013 or when other improvements are done on CH 17. The report is nearly complete and is anticipated to be done by the end of the year. The County will be requesting approval of the study from the City at its conclusion. AL TERNA TIVES: 1. Provide comments on the latest presentation of the CH 17 Corridor Study. 2. Do not provide any comments at this time. RECOMMENDATION: The Council can provide comments on this study for possible inclusion in the final report. Weare nearing the end of this phase of study work. Our last visit with your City Council about the study occurred on March 12, 2008. We are looking forward to our third open house on October 28th after which, study recommendations will be fmalized and approval will be requested by each public agency. Prior to the upcoming open house we are scheduled to meet again with your Council regarding study fmdings. I have provided you with a set of slides for that presentation for distribution to the Council in advance. This memorandum is provided to summarize changes that have been made to preliminary design and long term concept plans within the City of Shakopee since our presentation earlier this year. Summary of Changes Long Term Plan . Refmed interchange Concept for CH 42 and CH 17. An interchange would require access at Wood Duck Trail to be eliminated and is therefore not feasible unless additional local supporting roadways are included to serve access and circulation needs. . Developed a concept for US 169 interchange improvements that maximizes the use of the existing bridge deck. Further evaluation should be planned such as consideration of loop ramps. . Identified the need for a future concept design study of CH 17 from Vierling Drive to CH 101 . Identified the need for preliminary and fmal design of CH 101 from CH 69 to CH 17 2013 Proiect Area - Segment C. CH 42 to St. Francis Avenue . CH 42 and CH 17 intersection - Refmed and evaluated traffic signal and roundabout options. Both options will be carried forward. Determination will be made after greater experience with high volume roundabouts is gained in Minnesota. . Emergency access to local streets - determined that emergency vehicle access to/from Dominion A venue should be provided . Accommodation of future transit services - Shoulders on CH 17 have been increased to 12 feet in width to serve as potential bus-only shoulder lanes. Identified the northwest quadrant of CH 17 and Valley View Road to be potentially suitable for a future park and ride and/or transit station. . Trail alignments - trails shown on the layout have been shifted to be closer to the roadway to reduce impacts to adjacent parcels. . Right of way issues - Potential partial takings (up to 50 feet on each side) and full acquisitions (only 1 - on the SE corner of CH 17 and CH 78) are identified on the layout. Residential parcels that would result in sub-standard set backs from the roadway are also identified on the layout. .
