HomeMy WebLinkAbout12.B. 2009 Parks and Recreation Fee Schedule Recommendations /l.BI CITY OF SHAKOPEE Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Jamie Polley, Director of Parks, Recreation & Natural Resources SUBJECT: 2009 Fee Schedule Recommendations DATE: October 21, 2008 Introduction The City Council will review the recommended 2009 Parks and Recreation fee schedule as recommended by the PRAB and recommend it's incorporation into the City's 2009 fee schedule. Backaround The PRAB held a work session on September 8th to discuss the current fee schedule, evaluate the report by Springsted that showed the surplus or subsidy of each program and determine the desired direction of the parks and recreation fees. The PRAB's goal was to insure that the fees remain affordable but are increased to meet the goal of reducing the general fund subsidy. The PRAB first discussed the nonresident proposal presented to the City Council and townships on August 18, 2008. A motion was made and approved unanimously to recommend the nonresident rate of a one-time non-resident fee of $36.00 and non- resident class fee of 15% greater than the resident class fee to be approved and adopted by City Council for 2009. The software used by the Parks and Recreation Department has the ability to implement and track the proposed nonresident fee. Second the PRAB recommended increasing all class fees by 5% with the exception of class offerings that are currently subsidized but are important to the citizens of Shakopee. The PRAB determined that these classes would remain at a low or no cost because they are important to the citizens and a service offered by the Parks and Recreation Department. The items that will not be increased by 5% and/or remain at no cost include swimming lessons, aquatic park daily admission, skate park daily admission, community center walking track, natural resource classes, senior programs and teen center daily admissions. Discussion The PRAB recommended the 2009 fee schedule recommendation (Attachment A) based on the following guidelines: . Specific classes would no longer be included in the 2009 fee schedule due to the constant changing of class length, time, and days offered. Rather a description of how recreation program fees are generated is described in the fee schedule. All existing recreation program fees and Community Center membership fees would be increased by 5% excluding the subsidized programs identified as listed above. . The daily youth rates for the Community Center and Skate Park would not be increased due to the fact that they were recently changed and the PRAB would like to allow adequate time to evaluate the fees. . Raise the Room Rental rates to $30/hour for residents and $45/hour for non- residents that are not Shakopee Civic Groups. . Eliminate the free rentals for Shakopee civic groups and charge a minimum room rental fee of $1 O/hour. . Increase the room rental rates of the teen center to $60/hr. . Increase the ice rental rates for fall-winter prime ice to $170.00 and $140.00 for non prime ice time and spring and summer ice rental . Increase Youth open skate to $3 and Adult open skate to $4. . Sports Association fees would not be increased at this time and would be further evaluated. . Nonresident rates will be implemented as recommended. . Increase the Huber Park rental fee to $60/hour for residents and $85/hour for non-residents. . Implement a rental rate of $50/day for chairs and $50/day for the sound system at Huber Park. . Establish a deposit fee of $50 for field rentals if bathroom facilities or keys are required. . Shelter fees are increased to compare to surrounding City park rental rates. . Aquatic Park fees would not be increased for 2009 due to the fact that they were restructured for the 2008 season. . Park Dedication fees would be evaluated more in depth for 2010. City Goals: E. Financially Strong Reauested Action The City Council, if concur, approve the recommended 2009 Fee Schedule and direct staff to include the approved fee schedule into the City's fee schedule to be adopted in December of 2009. Recreation Proaram Fees Recreation program participants are charged fees to cover costs associated with the program. These fees are designed to cover the direct cost of the program, including part-time salaries and supplies as well as a portion of administrative overhead and direct supervisor costs. A small percentage is then added to the direct program costs to account for non direct program costs. These fees vary depending on the program type, supplies costs, length of the program, etc. Sports Association Fees All City-related sports associations are assessed a fee to fund the administrative support the City provides to association. This support generally includes promoting the program, processing registrations, scheduling facilities and activities, and providing assistance in administering the program.
