No. 6827 s: D. :3, CITY OF SHAKOPEE Memorandum CO~'S~~I~ TO: Mayor & City Council ..j\~ tj~ I Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Ordering Feasibility Report for 2009 Bituminous Overlay Project DATE: October 21, 2008 INTRODUCTION: Attached is Resolution No. 6827, which orders the feasibility report to be prepared for the 2009 Bituminous Overlay Project. The reason for initiating the project now is so pictures can be taken and quantities can be calculated before the ground is covered with snow. BACKGROUND: Staff has completed the review of the proposed 2009-2013 Capital Improvement Program, which includes a bituminous overlay project for various streets throughout the City. These streets have deteriorated and are candidates for a bituminous overlay, which would extend the life expectancy of the streets. Attached are the CIP sheets identifying the proposed study area for the 2009 Bituminous Overlay Project. In the feasibility report, staff will investigate street rehabilitation along with utility repairs. AL TERNA TIVES: 1. Adopt Resolution No. 6827. 2. Deny Resolution No. 6827. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, so that the proposed bituminous overlay project feasibility study can be initiated for possible construction. Assistant City Engineer JW/pmp ENGR/2009-PROJECTS/2009-BITMINOUS-OVERLAYIWORDIMEM6827-0RDERING-FEASIBILITY RESOLUTION NO. 6827 A Resolution Ordering The Preparation Of A Report For Improvements For The 2009 Bituminous Overlay WHEREAS, it is proposed to improve Boiling Springs Road, from Stagecoach Road to 900 Feet North of Preserve Trail; Stagecoach Road, from Preserve Trail to 600 Feet South of 13th Avenue; 13th Avenue, from Stagecoach Road to the City Limits; 4th Avenue, from Shenandoah Drive to the Certain-Teed Property; and Shenandoah Drive by reconstruction of bituminous paving and all appurtenant work and to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce Loney, Public Works Director, for study and that he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended. Other Comments: Bituminous overlays and bituminous reclamation projects are more cost effective than reconstructing pavements.
