SUBJECT: Ordering Feasibility Report for 2009 Street Reconstruction Project

INTRODUCTION:
Attached is Resolution No. 6826, which orders the feasibility report to be prepared for the
following streets:
. Spencer Street, from Shakopee A venue to 10th Avenue
. Shakopee A venue, from Clay Street to Pierce Street
. Clay Street, from Shakopee A venue to South of 10th Avenue
. Pierce Street, from 6th A venue to lOth Avenue
BACKGROUND:
Staffhas completed the review of the proposed 2009-2013 Capital Improvement Program
which includes street preservation projects on the streets listed above.
The above streets have deteriorated and are candidates for reconstruction.
Attached is a map showing the proposed study area for the 2009 Street Reconstruction
Project. In the feasibility report, staff will investigate street reconstruction along with
utility replacement.
In order to reconstruct these streets during the summer months of the 2009 construction
season, soil borings, a topographical survey and the feasibility report should be
authorized at this time.
AL TERNATIVES:
1. Adopt Resolution No. 6826.
2. Deny Resolution No. 6826.
3. Authorize the appropriate City officials to execute an agreement with ITCO
Allied Engineering Company to perform soil borings.
4. Authorize the appropriate City officials to execute an agreement with WSB &
Associates, Inc. to perform a topographical survey of the project area.
5. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, No.3 and No.4, so that the proposed street
reconstruction project feasibility study can be initiated for possible construction.
ACTION REOUESTED:
Offer Resolution No. 6826, A Resolution Ordering a Feasibility Report for the 2009
Street Reconstruction Project and move its adoption.

RESOLUTION NO. 6826
A Resolution Ordering The Preparation Of A
Report On An Improvement To
The 2009 Street Reconstruction Project
WHEREAS, it is proposed to improve Spencer Street, from Shakopee A venue to 10th
Avenue; Shakotfee A venue, from Clay Street to Pierce Street; Clay Street, from Shakopee Avenue
to South of lOA venue; and Pierce Street, from 6th A venue to 10th A venue by reconstruction of
sanitary sewer, watermain, storm sewer, concrete curb & gutter, aggregate, bituminous paving and
all appurtenant work and to assess the benefitted property for all or a portion of the cost of the
improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKO PEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.

Re: Proposal for Surveying Services
2009 Street Reconstruction Project
Dear Mr. Weyandt,
WSB & Associates, Inc. is very pleased to respond to your request for proposal for surveying
services for the above-mentioned project. We are very familiar with the survey requirements for
these projects in the City of Shakopee.
It is our understanding that this project consists of approximately 3400 linear feet of street and
utility reconstruction on urban streets in the older sections of the City. The streets slated for
reconstruction are as follows:
. Clay Street from Pierce Street to one block south of 10th Ave
. Pierce Street, from 6th A venue to 10th Avenue
. Spencer Street, from Shakopee A venue to 10th Ave
Our proposal to complete this work is as follows:
I. Preliminary Desie:n Surveys:
The survey control for the project area will be established with our Trimble GPS receivers. The
horizontal datum will be on the Scott County Coordinate System, (NAD 83/86). The vertical
datum will be on the NGVD 29 sea level datum. This is consistent with other survey projects we
have completed for the City.
We will provide a complete topographic survey of the project area extending 10 feet beyond the
existing right-of-way lines. Cross section data would be collected at 50-foot intervals and, at a
minimum, will include the centerline, gutter-line, top of curb, sidewalk, right-of-way line and
extend 10 feet past the right-of-way line, as well as any grade breaks along the cross-section.
Cross-sections will also be taken and all high and low points along these roadways. All
topographic features will be located including, but not limited to, match in points, manholes,
catch-basins, hydrants, valves, curb stops, both sides of all driveways every 10 feet extending 20
feet beyond the right-of-way, trees, light poles, street signs, property irons to establish existing
right-of-way, and other visible private utility company installations.

Also included will be the inverts and pipe sizes of all sanitary sewer manholes, storm sewer
manholes, and catch-basins. We will coordinate the boring locations with ITCO Allied Engineer
and perform the Gopher State One Call for the locates on the private underground utility
installations. After the private utility locates have been marked in the field, we will stake the
boring locations and survey the private underground utilities that have been marked in response
to our Gopher State One Call locate request. We will coordinate the location of all curb stops
with Shakopee Public Utilities Commission.
All of the survey data will be delivered to you in a comma-delimited ASCII file, which will
include the point number, northing, easting, elevation and description of all survey shots taken in
the field.
The survey will be completed and the data delivered to the City within 5-7 working days of the
private utilities being marked in the field in response to our Gopher State One Call locate request
and the curb stops being located by Shakopee Public Utilities.
We are proposing to complete this preliminary design survey work on an hourly basis, as
necessary in accordance with our current fee schedule, with a not-to-exceed fee of $4500.00.
II. Construction Stakin2::
WSB will provide the construction staking required for this project on an hourly basis, as
necessary, in accordance with our current fee schedule with an estimated fee in the $12,000.00 to
$15,000.00 range. Final cost will depend on the actual needs of the contractor. This estimate
includes mileage, hubs, lathe, and final as-built survey data for the City to use in the preparation
of the record drawings. Our estimated survey crew rate for 2009 is $ 1 44.00/hour for a 2-person
crew and $170.00/hour for a 3-person crew. We anticipate that the vast majority of the work will
be performed with a 2-person crew.
We are available to start this preliminary design survey work as soon as it is authorized. Thank

Re: Proposal for SoU Exploration w 2009 Street Reconstruction Project
We are pleased to submit this proposal for geotechnical engineering services for the above referenced
project. This proposal letter presents our planned scope of work and the associated fees for this project. The
purpose of our work would be to obtain information regarding subsurface conditions.
The project site is located along Clay Street from 1 block south of 10th A venue to where it ends at Pierce
Street north of 10th Avenue, Pierce Street from 10lb Avenue to 6th Avenue, and Spencer Street from 10th
Avenue to 9111 Avenue, Shakopee, Scott County, Minnesota. The site consists of existing roadways which
are proposed to be reconstructed.
ITCO Allied Engineering proposes to put down four borings on the site at locations to be determined. With
this proposal we assume that the project site is accessible for a truck mounted drilling rig. Ifwe find that
the site is inaccessible to our drilling rig, we will contact you to discuss other field exploration options.
Flagging or other traffic control is not included in this proposal. If this is necessary it would be done at
additional cost.
The borings will be Standard Penetration Test (SPT) boririgs with samples taken every 2.5 feet. SPT
borings are recommended because they provide a more accurate soil profile than other types of borings.
We have also included. costs for conducting 4 gradation tests and 4 P.I. tests in order to detennine the
AASHTO soil classes and estima.te the R-values. If pavement sub grade soils consist of sandy soils the P.1.
tests would not be necessary,
The results of our field exploration program, along with the boring logs and a boring location diagram
would be presented in a final engineering report. The fees for our field exploration are presented in the
following table.

If undocumented fill or poor soils are encountered at the proposed drill site and depths, additional bores or
deeper saITlpling m.ay be required to develop an adequate soil profile. If deeper sampling and/or additional
