SEPT 23, 2008 000 At ~ {l, Tlf\ ~L~ TO: CRAIG ROBSON, CITY OF SHAKOPEE RE: AT&T PROPOSAL TO UTILIZE CITY'S CIVIL SERVICE SIRENS TO PROVIDE ADDITIONAL FUNCTION OF PROVIDING SITES FOR CELL PHONE CARRIERS DEAR SIRS: AT&T WOULD LIKE TO PROPOSE TO THE CITY OF SHAKOPEE A MUTUALLY BENEFICIAL OPPORTUNITY TO PROVIDE ADDITIONAL REVENUE TO THE CITY FROM A SOURCE THAT CURRENTLY PROVIDES NO REVENUE AND WILL PROVIDE A MEANS FOR EXISTING CELL PHONE CARRIERS TO PROVIDE ADDITIONAL CELL I PHONE COVERAGE IN AREAS THAT CURRENTLY DO NOT ALLOW FOR THE CONSTRUCTION OF CELL PHONE TOWERS. THIS PROPOSAL IS NOT THAT DIFFERENT THAN ALLOWING CELL PHONE ANTENNAS ON THE. CITY'S WATER TOWERS. THE CITY'S EXISTING ZONING CODE IS VERY RESTRICTIVE AS TO WHERE CELL TOWERS ARE ALLOWED. THE PROBLEMS SEVERAL CELL PHONE COMPANIES ARE FACING IS THAT THERE IS POOR COVERAGE IN SEVERAL AREAS IN THE CITY THAT DO NOT HAVE ANY EXISTING TOWERS OR TALL STRUCTURES TO LEASE SPACE ON. THE CITY CURRENTLY HAS AT LEAST 18 CIVIL SERVICE SIREN SITES, IN MANY CASES, LOCATED IN AREAS THAT CELL PHONE CARRIERS HAVE POOR COVERAGE. WHILE THE CITY'S EXISTING ZONING CODE DOES ALLOW FOR THE CITY TO LEASE OUT SPACE ON THESE EXISTING POLES, THE POLES ARE STRUCTURALLY INADEQUATE TO HANDLE THE ADDITIONAL LOADING THAT ADDING EXTRA ANTENNAS WOULD CAUSE. THE SUGGESTION OF ALLOWING AT&T OR ANY OTHER CARRIER TO REPLACE THE EXISTING POLE WITH SOMETHING STRUCTURALLY STRONGER AT THE CARRIER'S EXPENSE WOULD CAUSE THE SITE TO BE DEEMED A "NEW TOWER BUILD" AND THUS SUBJECT TO THE CURRENT ZONING RESTRICTIONS WHICH DON'T ALLOW TOWERS IN THE AREAS WHERE MOST OF THE CIVIL SERVICE SIREN POLES ARE LOCATED. BECAUSE OF THE MASSIVE GROWTH IN CELL PHONE USAGE, CARRIERS ARE REQUIRING THAT MORE SITES BE FOUND BETWEEN EXISTING SITES TO HANDLE THE ADDITIONAL DEMAND PLACED ON THEIR NETWORKS TO PROVIDE THE EXPECTED COVERAGE DEMANDED BY THE PHONE USERS. IT IS AT&T'S PREMISE, THAT BY HAVING THE CITY REWRITE THEIR ORDINANCE AS IT APPLIES TO THE CIVIL SERVICE SIRENS, TO ALLOW FOR EXISTING SIRENS TO BE REPLACED WITH STRONGER POLES, THE CITY WILL BE ABLE TO PROVIDE SEVERAL SITES IN AREAS OF THE CITY THAT HAVE POOR CELLULAR COVERAGE AND AN ABSENCE OF EXISTING TOWERS OR TALL STRUCTURES. DEPENDING ON THE NUMBER OF EXISTING CIVIL SERVICE POLES THAT WILL WORK FOR THE CARRIERS, THIS CAN PROVIDE A SUBSTANTIAL SOURCE OF ADDITIONAL REVENUE TO THE CITY. EACH 'e . SITE WOULD PROVIDE THE CITY WITH SOMETHING BETWEEN $800 AND $1000 PER MONTH WITH THE TYPICAL LEASE GOING OUT 20 TO 25 YEARS. THE CITY OF EDEN PRAIRIE HAS RECOGNIZED THE APPEAL OF THIS AND HAS STARTED TO ALLOW CARRIERS TO TAKE ADVANTAGE OF THIS OPPORTUNITY. I AM ATTACHING A PICTURE OF A SITE IN FOREST HILLS PARK OFF OF BAKER ROAD IN EDEN PRAIRIE WHERE WE HAVE A DUAl, PURPOSE POLE THAT ACCOMMODATES THE CIVIL SERVICE SIREN AND THE CARRIERS ANTENNAS. WE HAVE SEVERAL VARIOUS DESIGNS THAT ARE AESTHETICALLY UNOBTRUSIVE AND IN EACH CASE LANDSCAPING WILL BE PROVIDED TO SCREEN THE EQUIPMENT AT THE BASE OF THE TOWER.
