INTRODUCTION:
This agenda item is to authorize the appropriate City officials to execute an extension agreement
with WSB & Associates, Inc. to provide engineering services for the Fuller Street Trail
Extension.
BACKGROUND:
The City has received money from Scott County and Mn/DOT to extend the existing trail on the
east side of Fuller Street, south of T .R. 169, north to Vierling Drive. City staff is requesting that
an extension agreement with WSB & Associates, Inc. be approved for design services on the
Fuller Street Trail Extension Project.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute an extension agreement with WSB &
Associates, Inc. to provide engineering services for the Fuller Street Trail Extension.
2. Do not authorize the appropriate City officials to execute an extension agreement to
provide engineering services for the Fuller Street Trail Extension.
3. Table for additional information.
RECOMMENDATION:
Authorize the appropriate City officials to execute an extension agreement with WSB &
Associates, Inc. to provide engineering services for the Fuller Street Trail Extension Project No.
2009-1.

Dear Mr. Loney:
According to our Agreement for Professional Services within the City of Shakopee and Section
I-C-2 (Major Projects), this extension agreement is written to provide you with an estimate of cost
for engineering services for the above-referenced project. We are proposing to complete the work
as detailed in the attached Work Plan, Exhibit A.
The attached work plan describes the approach and tasks proposed to be completed by WSB &
Associates, Inc, (WSB) for the design and plan preparation for developing fmal construction plans
for a pedestrian trail on the east side of the Fuller Street from Vierling Drive to Appaloosa Avenue.
It should be noted that the work plan includes engineering design services for plans and
specifications, along with projectcoordination with City and Mn/DOT staff.
It is WSB's understanding that the design survey work is complete, and no Feasibility Report will
be required, No further field surveys will be required. The City will also handle the coordination
and agreements needed with Mn/DOT, and WSB will handle utility coordination. If any soil
borings are necessary, the City will be responsible for any subsurface exploration. WSB is
available, if requested by the City, to provide the on-site construction management and inspection,
Weare proposing to complete the design portion ofthis work, as described in the attached work
plan, on a cost-reimbursable basis not to exceed $21,200 in accordance with our current fee
schedule. It is proposed that all work under the design portion ofthe contract would be considered
complete after the trail plans and specifications are approved by the City Council.

The City of Shakopee agrees to reimburse WSB & Associates, Inc. for these services in accordance
with Section IV ofthe Agreement for Professional Services, If this agreement meets with your
approval, please sign below and return one copy to our office.

SCOPE OF SERVICES
Fuller Street (Old CR 77) Trail Extension
Preliminary Engineering Services
Task 1- Project Manaf!ement
This task includes planning and coordination of all work tasks, establishment and monitoring of budgets,
meetings, and correspondence with the City Shakopee, Scott County, Mn/DOT, and if necessary, the
Watershed District on a periodic basis. The project manager will provide tecluiical direction on all
aspects of the project review and work products. The project manager will serve a primary role in the
design considerations, Donald Sterna is proposedto manage the project for WSB & Associates, Inc,
(WSB) ,
Task 2 - Field Survevin2
No field surveying services will be required for this portion of the project.
Task 3 ~ Base Maupin!!
The base maps are completed, and no additional services will be required on this project.
Task 4 - Desil!n and Plan Preparation
The plans and specifications will be developed meeting State Aid standards. The current schedule for
construction work on Fuller Street is to commence no later than June 2009, The design plans will be
reviewed by Scott County, Mn/DOT, and the City of Shakopee, The final construction plans will include
the following:

II Alignment plans and tabulations
II Removals
II Construction plans and profiles
II Turf establishment / erosion control plans
II Cross sections
Task 5 - MnJDOT Plan Review and Coordination
WSB will coordinate with Mn/DOT on the cooperative agreement preparation and plan review comment
resolution, WSB will also work with Mn/DOT's staff during the plan preparation phase to coordinate
design issues within Mn/DOT right of way.
Task 6 - Specifications
WSB will prepare the special provisions and include them into the project manual for bidding. WSB will
also prepare the bid proposal.
Task 7 - Permits
The Fuller Street Trail extension will disturb more than one acre of surface, therefore, will need a NPDES
permit. Also, a construction permit and a limited use permit will be required by MnlDOT to work within
their right of way,
Task 8 - Biddinl! Assistance
WSB will answer questions during the bidding process and attend the bid opening. WSB will tabulate,
certify the bids, and provide a recommendation of award for the City,
