SUBJECT: Approval of Additional Work and Change Orders for
Beckrich Park Estates and Kristal Estates, Project No. 2007-10

INTRODUCTION:
This agenda item is to authorize additional work for the Beckrich Park Estates and Kristal
Estates Improvement Project No. 2007-10.
BACKGROUND:
At the May 20, 2008 City Council meeting, Resolution No. 6775 was adopted awarding a
contract to S.M. Hentges & Sons, Inc. in the amount of $552,770.63. At this same meeting,
Council authorized a 5% contingency for change orders and quantity adjustments.
At the August 19,2008 Council meeting, staff asked for additional contingency to 7.5% of the
original contract for reconstructing more of Hampton Circle. Council by motion approved the
7.5% contingency amount.
After August 19th, there have been additional costs in extra work primarily with utility conflicts
and trench rock for stabilization.
Attached to this memo is a summary of additional work and change orders associated with the
Beckrich Estates Project. The utility conflicts were a negotiated price based on monitoring of the
actual extra time worked. The utility conflicts were not identified on the plans.
The additional trench rock was needed to correct poor soils in order to stabilize the trench
bottoms in the wetland area by Hampton Circle. Staff had anticipated some quantity, however,
much more was needed to correct the soils.
Also attached is a sheet showing the construction costs and the current projection of costs for the
Beckrich Estates Project which is $625,249.67. In addition to this amount, there were areas of
channel erosion in the drainage system in Beckrich Estates that were repaired by the contractor
and were not part of this project. The cost of those repairs in four areas total $10,017.00 and
would be paid out of the Storm Drainage Fund. Attached is a CIP sheet for Beckrich Park
Estates drainage system improvements. With the contractor in the area and the area disturbed, it
was cost effective to do this work at this time.
The total cost of construction work that staff is seeking authorization for is $635,250.00.
Staff did conduct a meeting with 25 residents ofBeckrich Estates to go over the project costs and
affect on the assessments. Attached is a summary sheet on the assessments for Beckrich Estates
and with the increased costs, the assessment is projected to be $27,045.33. The feasibility report
had the assessment estimated at $29,514.01.
Despite the increased costs, as mentioned, the overall cost of the project is under the feasibility
report.
ALTERNATIVES:
1. Approve an additional contingency amount of $41,022.00 for the Beckrich Park Estates
and Kristal Estates Improvement Project No. 2007-10.
2. Do not approve additional contingency amount.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, as the extra work was necessary to complete the project.

f Description:
Construction of a drainage control system within the Beckrich Park and
~ Stonebrooke Additions. The system will utilize a combination of outlet control
structures and pipe outlets.
Justification:
Developing properties in the area will produce more storm water run-off requiring
outlets to be constructed from an existing wetlands. Ultimately, the outlets will
reduce water running downstream to future developing properties It is
recommended as part of the City's Comprehensive Storm Water Management
Plan.
Other Comments:
Controlled outlets will better manage the storm water discharge rates and more
fully utilize the upstream storage available in existing wetland areas.
