Michael Leek, Community Development Director SUBJECT: Request of Mark Houser and Mark Lureen for facade improvement loan for Giant Wash, 403 1 st Avenue West MEETING DATE: September 16, 2008 INTRODUCTION: The City received the attached application for a loan under the Downtown and First Avenue Fayade Improvement Loan Program. The EDA is asked to direct staff whether to prepare a loan agreement for up to 50% of the fayade improvement costs. DISCUSSION: The proposed improvement is the replacement of windows at an estimated cost of$21,000.00. In this case, one-half of the cost would equal $10,500.00. ALTERNATIVES: 1. Offer and pass a motion directing staff to prepare a loan agreement for fayade improvements not to exceed $10,500.00 for Giant Wash at 403 1st Avenue West. 2. Deny the request for Downtown and River Corridor Fayade Improvement Loan funds. 3. Table the request for additional information. DESIGN REVIEW COMMITTEE RECOMMENDATION: On Monday, August 11,2008 the president of the Downtown Partnership, Mike Beard, and the chair of the Historic Preservation Advisory Committee, Jay Whiting, met with Community Development staff to review the FILP applications. After discussion, the committee recommended not making the requested loan for the fayade improvements for Giant Wash for the reason that there would be no substantial visual change or enhancement of the current building facade. Staff discussed making further changes with the applicant, but was left with the impression that there was no desire to do so. Houser and Lureen: On Monday, August 11, 2008 the design review committee met and discussed this application. At the conclusion ofthe meeting, the committee decided that it would not be recommending to the City's EDA that it provide a loan for this project. The committee's rationale for its recommendation is that the purpose of the loan program is to encourage restoration and renovation activities that either return a historic building to an appearance more in keeping with its historic architectural style, or, if a newer building, introduces architectural elements (such as canopies, entrance features, materials and window configurations) that bring the building into closer visual harmony with the historic character of other buildings in this corridor. It did not appear to the committee that simply replacing windows, while no doubt a desirable activity from other perspectives, met the intent of the program. However, I will place the request on the next available Economic Development Advisory Committee agenda in September for consideration. You will get a copy of the report prepared for that meeting.
