SUBJECT: Request of Mingsh Bhakta for FILP funding for window replacement and
signage for America's Best Value Inn at 1181 First Avenue East.
MEETING DATE: September 16,2008
INTRODUCTION:
The City received the attached application for a loan under the Downtown and First Avenue Fayade
Improvement Loan Program. The EDA is asked to direct staff whether to prepare a loan agreement
for up to 50% of the fayade improve~ent costs.
DISCUSSION:
The proposed improvement is the replacement of windows at an estimated cost of $9,750.00 and
signage totaling $18,660. In this case, one-half of the cost would equal $14,205.00.
ALTERNATIVES:
1. Offer and pass a motion directing staff to prepare a loan agreement for fayade improvements not
to exceed $14,205.00 for America's Best Value Inn at 1181 First Avenue East.
2. Deny the request for Downtown and River Corridor Fayade Improvement Loan funds.
3. Table the request for additional information.
DESIGN REVIEW COMMITTEE RECOMMENDATION:
On Monday, August 11,2008 the president of the Downtown Partnership, Mike Beard, and the
chair of the Historic Preservation Advisory Committee, Jay Whiting, met with Community
Development staff to review the FILP applications. After discussion, the committee recommended
not making the requested loan for the fayade improvements for America's Best Value Inn for the
reason that there would be no substantial visual change or enhancement of the current building
facade. By the attached letter, staff communicated the willingness to consider recommending a loan
for the freestanding sign if it were modified so that the base matched the brick material of the
building fayade. Staff has not heard from the applicant that they wish to make that modification.

and Freestanding Sign
Dear Mr. Bhakta:
On Monday, August 11,2008 the design review committee met and discussed this
application. At the conclusion of the meeting, the committee decided that it would not be
recommending to the City's EDA that it provide a loan for the window replacement or
wall signage portion ofthe project. However, the Committee did indicate that it would
recommend the freestanding signage portion of the project if the base design were revised
to use brick material to match the main material of the building itself. The committee's
rationale for its recommendation is that the purpose of the loan program is to encourage
restoration and renovation activities that either return a historic building to an appearance
more in keeping with its historic architectural style, or, if a newer building, introduces
architectural elements (such as canopies, entrance features, materials and window
configurations) that bring the building into closer visual harmony with the historic
character of other buildings in this corridor. It did not appear to the committee that
simply replacing windows and wall signage, while no doubt a desirable activity from
other perspectives, met the intent of the program. The committee did seem to think that
modifying the freestanding sign design as described above would meet the program's
intent.
I will place the request on the next available Economic Development Advisory
Committee agenda in September for consideration. You will get a copy of the report

W propose to provide all material and labor to complete the project as described here. All material and
workmanship shall meet or exceed local and state building codes. All workmanship shall be performed in a
professional and timely manner. In addition to manufacturer's material warranty, the workmanship shall carry a two
year warranty from the date of completion. Building permit fees, taxes and site clean-up are included in this
proposa l. Any problem discovered after demolition that was unforeseen, such as rotted wood or prior code viola-
tions, that require labor and/or material to correct, shall constitute a change order. Change Order labor shall be $40.00
per man hour and material shall be cost plus 20%. A change order shall require signatures by all parties.
